What should a member do when they disagree with a ruling of the chair?

Parliamentary procedure provides a clear remedy: Appeal from the Decision of the Chair. When one member appeals and another seconds, the assembly decides whether the chair’s ruling will stand.

An Appeal is not a personal challenge to the presiding officer. It is an orderly way to protect the assembly’s authority and give members the final say.

What happens when the chair is uncertain about an important Point of Order?

The chair may submit the question directly to the assembly for its decision. Depending on the issue involved, the question may be debatable. Because the assembly decides the question directly, its decision cannot then be appealed.

Understanding who makes the decision, and when debate is permitted, helps members participate confidently and keeps meetings moving fairly.

Rules protect members only when members know how to use them.

A Point of Order allows a member to call attention to a possible violation of the assembly’s rules. It should usually be raised promptly, requires no second, and may interrupt a speaker when necessary.

Used respectfully and correctly, this motion protects the integrity of the meeting and the rights of every member.
