Consumers Council of Missouri Consumers Council of Missouri works to educate consumers and advocate for issues such as fair utility rates, health care access, and predatory lending.

Consumers Council of Missouri's roots go back to 1972 when it was incorporated as the Utility Consumers Council of Missouri. In 2006 it reinvigorated itself by dropping "utility" from its name in recognition of consumer interest being about more than just utilities. Consumer interests were being ignored in legislative halls in lieu of well-financed lobbies for big business. Organized to educate a

nd empower consumers statewide and to advocate for their collective interests, the Consumers Council works to restore the historic balance between consumer and business interests. Although we do not represent individual consumers, we are a membership organization working for the common interests of all Missouri consumers. The Consumers Council of Missouri is a non-governmental, non-profit organization. The Consumers Council of Missouri uses consumer experts to help keep the public informed and to analyze important issues in the areas of energy, insurance and finance. The organization issues consumer alerts, holds forums, writes articles and maintains a website (www.MOConsumer.org)

Yesterday, the Consumers Council of Missouri attended the Public Infrastructure and Utilities Committee meeting regarding Board Bill 25 and the proposed St. Louis City Water Division rate increase.

CCM Utility Counsel John Coffman and utility regulation consultant Mike Gorman spoke on behalf of consumers, presenting alternative options and recommendations for consideration beyond the Water Division's current proposal.

Communities First Community Advisory Group, showed up in abundance to stay informed and make their voices heard on an issue that affects households across the city.

Consumers Council of Missouri appreciates the Public Infrastructure and Utilities Committee and the St. Louis City Water Division for their willingness to engage in dialogue and collaborate on these important issues. Meaningful community participation and open discussion are essential as decisions are made about the future of our water system and its affordability.

We encourage residents to continue attending meetings, asking questions, and staying engaged throughout this process.

ST. LOUIS CITY RESIDENTS: YOUR WATER BILL. YOUR VOICE. YOUR FUTURE.

The City of St. Louis is considering a series of water rate increases that could affect every household, renter, homeowner, senior, and small business in the city.

Proposed increases include:

18% increase on July 1, 2026
18% increase on January 1, 2027
6% increases in 2028, 2029, and 2030
5% increases in 2031 and 2032

These proposed increases could impact the cost of living for families throughout St. Louis for years to come.

Before decisions are made, residents deserve the opportunity to ask questions, share concerns, and make their voices heard.

The Consumers Council of Missouri will be presenting its review of the City's Water Division Rate Sufficiency Study and encouraging transparency, accountability, and public engagement throughout the rate-setting process.

Since the last water rate increase in 2023 the Consumers Council of Missouri has been informing and educating residents about rising water rates in the City of St. Louis.

Long before the current discussion around another increase, CCM was attending meetings, hosting community conversations, sharing information, and making sure residents understood how water rates impact household budgets.

Public awareness and community engagement matter. When residents are informed, they are better equipped to ask questions, participate in the process, and make their voices heard.

VITAL INFORMATION

This morning I filed legislation requiring the installation of water meters on certain service connections in the City of St. Louis.

If passed, Board Bill 28 will require water meter installation on:
* new construction connecting to City water service;
* water service connections to newly subdivided parcels;
* water service connection to properties not now connected to the water system; and
* rehabilitation projects requiring water service line replacement.

The board bill's requirements apply only to new connections and rehabilitation projects done after the ordinance’s effective date. BB 28 does not require the installation, retrofit, or replacement of water meters for any existing service connection other those required by the ordinance.
