This week, FBI Springfield recognized Illinois State Police Troop 8 Trooper Jeff A. Royer (Troop 8) and Trooper William P. Printy (Statewide Anti‑Violence Enforcement – SAVE South Unit) for their outstanding work leading to the arrest of FBI Wanted Fugitive Dontay R. Moore Jr. on September 26, 2025.

Moore, a member of the East Saint Louis gang known as the Lundy Mobb, served as an enforcer for the group and was the primary suspect in a drive‑by murder linked to multiple shootings and other violent crimes. He had previously been indicted for possession of a machine gun along with two other Lundy Mobb members and was later added to the FBI Wanted Fugitive List. A $15,000 reward was issued for information leading to his arrest.

At approximately 7:30 PM on September 26, Trooper Royer and Trooper Printy observed a vehicle with a missing registration and illegal window tint. When they attempted a traffic stop, the vehicle refused to comply and continued at a low rate of speed. Moments later, an individual—later identified as Moore—jumped from the vehicle and fled on foot. The Troopers pursued and successfully took him into custody.

Their quick and coordinated actions were critical to the success of a nearly four‑month manhunt involving dozens of agents and extensive investigative efforts. Moore later pled guilty and, in June 2026, was sentenced to 8 years in federal prison—a strong result for our territory.

This arrest was also part of the broader ISP SAVE Initiative, which resulted in:
• 37 arrests
• 37 felony charges
• 61 total criminal charges
• 17 fi****ms‑related charges
• 13 fi****ms seized

Outstanding work by all involved. These efforts continue to make a meaningful impact on the safety of our communities.

MIA Korean War Soldier Returning Home

The identified remains of U.S. Army Corporal Jackie Lee Thurman—who went missing in action during the Korean War in September 1950 at age 19, are returning home to Norris City, Illinois, after 75 years. The Defense POW/MIA Accounting Agency officially identified his remains on May 18th, 2026.

Cpl. Thurman's remains will land at St. Louis approximately 2:45pm tomorrow (Thursday). White County Sheriff Jordan Weiss will be leading the procession to his county, passing through Jefferson County on Interstate 64, so Cpl. Thurman can finally be laid to rest.

Critical Legislation Modernizes Vehicle Code, Strengthens First Responder Protections, and Enhances Roadway Safety Across Illinois

SPRINGFIELD, IL — The Illinois State Police Command Officers Association (ISPCOA) commends the passage and signing of Senate Bill 3164, now enacted as Public Act 104-0577. This vital legislative update modernizes key provisions of the Illinois Vehicle Code, tightens penalties for Move Over Law (Scott’s Law) violations, and enhances protective measures for emergency responders and motorists throughout the state.

Public Act 104-0577 strengthens driver's license consequences for individuals who fail to yield or move over for emergency vehicles ensuring that violations resulting in injury or death lead directly to license revocation while establishing enhanced administrative mechanisms for domestic violence enforcement and safety in high-risk zones.

The ISPCOA extends its sincere gratitude to the legislative leaders who guided this bill through the General Assembly:

State Senator Julie Morrison (D-Lake Forest), who served as the primary Senate sponsor, championing statutory updates and public safety.

State Rep. Jay Hoffman (D-Swansea), who sponsored the measure in the House, ensuring strong bipartisan backing for roadway safety and law enforcement operations.

State Rep. Jaime Andrade (D-Chicago), who served as an essential initial champion in the House, successfully advancing and steering the bill out of committee.

A notable feature of this landmark legislation also includes a collaborative initiative developed in partnership with ABATE of Illinois, Inc. (A Brotherhood Aimed Toward Education) regarding the auxiliary lighting component of the bill. This strategic partnership ensures that lighting regulations within the Illinois Vehicle Code are updated to maximize visibility and promote motorcycle and overall roadway safety across the state.
