R25-0014 Pairmont Data Center Campus is an active rezoning application currently under review in Spotsylvania County, Virginia (Berkeley District).
Project Overview
• Applicant/Developer: Eagle Rock Partners, LLC (Charlotte, NC-based firm specializing in mission-critical/data center, industrial, and complex project development and owner’s representation). They have pursued other data center projects in the Southeast.
• Property Owner (per application materials): William Courtney.
• Case Planner: Jennifer Little (Spotsylvania County Planning & Zoning).
• Legal Representation: Hirschler law firm (Charles W. Payne, Jr. and Katie Nix).
• Property: Tax Map Parcels 51-A-29 and 51-A-30, approximately 99.35 acres.
🛎• Current Zoning: Rural (RU).
🛎• Requested Zoning: Industrial-2 (I-2).
• Proposed Use: Development of no more than 900,000 square feet of data center buildings plus accessory uses (substations, cooling infrastructure, etc.).
• Location: Off Pairmont Lane in the Berkeley District, southeast of Amazon’s Summit Crossing Tech Center, and directly along an existing Dominion Energy electric transmission corridor.
This places it in/near the growing data center cluster in southeastern Spotsylvania.

The case is in the early-to-mid review stage.
