When disaster strikes, our community shows up... not just to recover, but to prepare.

Recently, several local fire departments participated in Technical Rescue: Intro to Building Collapse training at a home that was structurally damaged when a tree crushed the roof during Hurricane Helene.

In an incredible act of generosity, the homeowners allowed the property to be used for hands-on training for more than 80 firefighters. During the training, crews practiced critical skills such as shoring and stabilizing structurally compromised buildings, techniques that help protect both first responders and the people they rescue during emergencies.

Partnerships like this are powerful. They allow our local responders to gain real world experience while also honoring the resilience and generosity of families affected by disaster.
As rebuilding continues across our community, we hope to continue creating opportunities like this where recovery and preparedness come together to make our region stronger and safer.

To the homeowners who made this training possible and to the firefighters dedicating their time to serve our community: thank you. Your partnership and commitment truly matter.

Navigating Recovery: Weekly Tips

Spend your FEMA grant wisely!

Recipients of grants should use the funds wisely and only for disaster-related expenses.

Disaster grants should not be used for travel, entertainment, regular living expenses or any discretionary expenses not related to the disaster.

FEMA also encourages recipients to keep their receipts for three years to show how the funds were spent. After every major disaster, FEMA conducts audits of disaster assistance payments to ensure that taxpayer dollars were properly provided by the agency and appropriately used by recipients.

When FEMA provides financial help after a disaster, it’s meant to cover essential needs directly caused by the event. Spending it correctly protects survivors from having to repay FEMA and ensures a smooth recovery process.

Below is an easy guide for survivors and volunteer partners.

✅ Allowed FEMA Expenses

These are examples of expenses that FEMA usually allows when related to disaster damage:

🏚️ Home Repairs
- Structural repairs to make the home safe, sanitary, and functional
- Floors, walls, ceilings
- Windows and doors
- Roofing repairs
- Plumbing, electrical, HVAC repairs
- Appliances needed for basic living (stoves, refrigerators, water heaters)

🏠 Temporary Housing
- Rent at a safe place while repairs are underway
- Security deposits
- Utility start-up fees in the temporary home
- Hotel expenses (if FEMA approved)

🛏️ Personal Property
- Essential household items such as:
- Beds & bedding
- Clothing
- Basic kitchen items
- Work tools needed for employment
- Items needed for a child’s education

🛒 Disaster-Related Needs
- Cleanup supplies
- Medical, dental, or funeral costs directly caused by the disaster
- Childcare costs required due to disaster disruption
- Transportation repairs if the vehicle was damaged in the event

❌ NOT Allowed FEMA Expenses
These expenses often lead to survivors owing money back if spent incorrectly:

🚫 Routine Bills & Personal Debts
- Credit card payments
- Loan payments
- Normal utilities not tied to temporary housing
- Regular household expenses (gas, groceries, routine repairs)

🚫 Home Upgrades or Remodeling
- Adding rooms
- Cosmetic improvements (new paint, flooring choices unrelated to damage)
- Modernizing the home beyond “pre-disaster condition”

🚫 Non-Disaster-Related Purchases
- Electronics not essential (TVs, gaming systems)
- Furniture upgrades
- Luxury items

🚫 Vehicles
Buying a new vehicle unless FEMA specifically approved replacement
- Vehicle upgrades

🧾 Keep Your Receipts!
Survivors must keep receipts for 3 years to show FEMA how the money was used.

Volunteer agencies and LTRG partners must also maintain paperwork that documents:
Funding sources
Materials purchased
Volunteer labor provided
Any unmet needs addressed
A clear paper trail protects both survivors and agencies during audits.

📌 Quick Tips for Survivors
1. If you are unsure whether an expense is allowed, ask your case manager before spending the money.
2. Spend the funds only on disaster-related needs.
3. Keep all receipts together in an envelope or photo album on your phone.

FEMA may request proof—even years later.

🌾 ATTENTION SC FARMERS & FOREST LANDOWNERS AFFECTED BY HURRICANE HELENE
$38 million in federal funding has been allocated to the South Carolina Department of Agriculture to assist those who suffered specific agricultural and timber-related losses from Hurricane Helene (2024).

🕒 When Can You Apply?
📌 Application period opens in early 2026 and will remain open for 60 days.
📌 Application will be online only.

✅ WHO IS ELIGIBLE
You may apply if you are a farmer or forest landowner who:
Is located within one of the 33 federally declared disaster counties (includes Spartanburg)
Suffered an eligible loss directly caused by Hurricane Helene.
Had ownership share and production risk in the crop, livestock, or timber.
Applicants must be one of the following:
U.S. citizen
Resident alien (lawful alien under 7 CFR part 1400)
Partnership, corporation, LLC or other entity composed only of citizens/resident aliens
Indian Tribe or Tribal organization

🌪️ WHAT LOSSES ARE ELIGIBLE?
The Block Grant covers four major categories of losses not covered by USDA programs or crop insurance:

🌲 1. Timber Losses
Private forest land only.
Must own the land at the time of the storm.
Minimum 10 contiguous forested acres, with at least 15% of trees significantly damaged.
Land must have had tree cover before Helene.

🏚️ 2. Infrastructure Damage
Minimum of $750 in storm-related damage per category.
Eligible Infrastructure Includes:
On-Farm Building Structures
Barns, silos, greenhouses, poultry houses
Evidence required that commodities/livestock were present within 12 months before Helene

Not eligible: equipment sheds, repair shops, movable equipment
Above-Ground Irrigation
Only above-ground components
Must have been used in production in the 12 months before Helene
Not eligible: pumps, wells, underground systems
Aquaculture Infrastructure
Tanks, cages, breeding houses, docks
Aquaculture must have been present within previous 12 months
Not eligible: boats, portable/ movable equipment
On-Farm Roads, Bridges, Culverts
Must provide direct access to farm production
Must be privately owned
Not eligible: forest land roads

🌱 3. Future Economic Losses
For producers of perennial crops and multi-year crops/shellfish (e.g., orchards, vineyards, young oysters) that will have multi-year revenue losses due to Helene.
Must show at least 5% loss of total perennial crops.
Must carry crop insurance or NAP for future years.

📉 4. Market Losses
For producers who:
Lost access to markets because of Helene
Lost stored commodities (with some exceptions)
Lost the ability to sell value-added products due to lack of market access
Must show at least 5% loss and agree to future crop insurance/NAP coverage.

📄 WHAT DOCUMENTS SHOULD BE GATHERED NOW?
Prepare early to avoid delays once applications open:
Farm Service Agency (FSA) number (farmers only)
Tax parcel ID and parcel map
Schedule F or other proof of farm income
Verified loss documentation (photos, assessments, receipts, etc.)

PLEASE HELP!!!!!

Calling All Restaurants & Churches — Help Feed Our Helene Recovery Volunteers

We are seeking restaurants and church ministries willing to help provide meals for our Home Rebuild and Debris Removal Volunteers supporting Hurricane Helene recovery.

Meals Needed:
- Starting tonight through Tuesday for our current Lutheran volunteer teams
- Beginning in January, Mennonite Disaster Services will be starting four home rebuilds, and we hope to support their food needs as well

Day 7 & 8 Recap: Incredible Teamwork and Community Spirit!

Day 7: Our Spartanburg County Community Emergency Response Team members joined forcrd with two amazing Wisconsin LERT volunteers and the hardworking crew from High Performance Conductors for a Day of Service! Together, they took on a massive tree and didn’t stop until the job was done. I couldn’t be more proud of everyone who stepped up to tackle such a huge task… your dedication and teamwork were inspiring!

Day 8: We were thrilled to welcome 15 new Lutheran Early Response Team (LERT) members to the EOC, where they’ll be staying for the week as they head out into the community to clear debris and repair homes. These incredible volunteers have traveled from all over the U.S. to help our community return to safety and normalcy, and we can’t thank them enough for their time, skill, and compassion.

A special thank-you goes out to Kathryn Harvey for connecting us with Trinity UMC, Spartanburg SC, whose members and hospitality team have so graciously offered to provide dinners for our volunteers this week. Your kindness and generosity mean the world!

It is truly a joy to be part of such a caring and resilient community. 💚

Day 5 & 6 Update! 🌳

Here are some more photos of our incredibly hard-working LERT teams! These amazing individuals have been cutting up trees and clearing debris still left in residents’ yards.

Volunteers have come from all over the U.S. to help our Spartanburg community with their skills and compassion.

Tomorrow, we’ll be welcoming 15 new volunteers, and by Monday, they’ll be tackling even more projects across the county!

Stay tuned for updates on today’s Day of Service work — we can’t wait to share their progress! 🙌💚
