🌿 Let’s come together for South Park Township. 💙

This Saturday, March 28, neighbors, friends, and community members are invited to help clean up Piney Fork and Peters Creeks. It’s a chance to spend a few hours doing something positive for the place we all call home — protecting our waterways, caring for our shared spaces, and showing what community pride looks like. The cleanup runs from 10:00 a.m. to 1:00 p.m., with volunteers meeting at the Snowden parking lot at the intersection of Snowden Road and Piney Fork Road. Bags and gloves will be provided, so just dress for the weather and come ready to help.

Every bag of trash picked up makes a difference. Whether you stay for the full event or just lend a hand for part of it, your help matters. Let’s show up for our creeks, our environment, and each other. 🍃

Your Township Budget Deserves Your Attention

Every year, one of the most important documents in our local government is adopted with surprisingly little public discussion: the township budget.

For residents of South Park Township, the budget is more than just numbers on paper. It is the plan for how your tax dollars will be spent — funding police services, road maintenance, parks, infrastructure, and the day-to-day operations of the township.

Under the Pennsylvania Second Class Township Code, townships are required to prepare a proposed annual budget and make it available for public inspection before it is adopted. This requirement exists for a simple reason: residents should have the opportunity to review how their money is being allocated before decisions are finalized.

Transparency in budgeting is essential to good government. When taxpayers take the time to review the numbers, ask questions, and understand where funds are going, it strengthens accountability and builds trust between residents and township leadership.

Likewise, township officials have a responsibility to ensure the budget process is open, clear, and responsive to the community. That means:

• Making the proposed budget easy for residents to access and review• Clearly explaining major spending categories and changes from prior years• Answering reasonable questions from taxpayers about how funds are being allocated• Carefully scrutinizing expenses to ensure every dollar is being spent responsibly

A township budget reflects priorities. It shows where resources are being invested and how the community is planning for the future.

Residents should never feel hesitant about asking questions such as:

• How much is being allocated to public safety?• What major projects are planned for the coming year?• Are there increases in salaries, consulting fees, or outside contracts?• How are reserve funds being used?

These are not criticisms — they are part of a healthy, engaged community.

Local government works best when residents stay informed and involved. Reviewing the budget, asking thoughtful questions, and expecting clear answers are all part of ensuring that taxpayer dollars are managed wisely and transparently.

At the end of the day, the township budget belongs to the people who fund it.

A Few Important Transparency Questions About the Police Chief Hiring

At tonight’s Board of Supervisors meeting (3/9/26) in South Park Township, the agenda includes the following item:

“Action on hiring – Full Time Police Chief – Charles A. Rozzo”

Hiring a Police Chief is one of the most important decisions a township government makes. It determines the leadership of the police department, directly impacts public safety, and represents a significant commitment of taxpayer dollars.

Because of that, Pennsylvania law requires that these decisions be made openly and transparently.

Under the Pennsylvania Sunshine Act, official government action — including hiring a public employee such as a police chief — must occur at a public meeting through a motion, a second, and a recorded vote. While interviews and personnel discussions may occur in executive session, the actual decision must be made in public.

That is why the wording of this agenda item naturally raises a few reasonable questions for residents.

Listing a specific individual on the agenda before the meeting can sometimes give the appearance that the outcome is already known. That alone is not illegal — but the public vote should represent the moment the decision is made, not simply a confirmation of a decision reached elsewhere.

In many municipalities, a more neutral agenda item is used to make it clear that the board will deliberate and vote during the meeting. Examples of commonly used language include:

• “Consider appointment of Police Chief
• “Motion to appoint Police Chief”
• “Consider appointment of [Name] as Police Chief”

Those types of agenda items leave no doubt that the decision itself is occurring during the public meeting, which is the intent of open government laws.

Equally important is the financial component of the decision. Under the Pennsylvania Second Class Township Code, the Board of Supervisors must authorize the expenditure of township funds. Since a Police Chief’s salary is paid by taxpayers, best practice — and basic transparency — is that the approved compensation or employment agreement be disclosed publicly and reflected in the meeting minutes.

Residents should reasonably expect to hear the following during the meeting:

• A formal motion to appoint the Police Chief
• A recorded vote of each supervisor
• The salary or compensation package approved for the position
• Any included take home vehicle and its cost
• The effective start date
• Approval of any employment agreement

Just as important as the final vote is understanding how the decision was reached.

Residents may fairly ask:

• Was the position publicly advertised?
• How many applicants applied for the job?
• How many candidates were interviewed?
• Was a professional search firm or consultant used, and if so what did it cost taxpayers?
• What criteria were used to evaluate the candidates?

These questions are not accusations. They are simply the kinds of questions citizens ask when they care about transparent and accountable local government.

These question NEED to be asked and ANSWERED at tonight’s BOS Meeting!

Pennsylvania’s Right-to-Know Law also ensures that many documents connected to this hiring — including employment agreements and consultant contracts — are public records available to residents.

Strong communities are built on trust. And trust grows when important decisions like this are made in a way that is open, clearly documented, and fully transparent to the people who live here.

Immediate Action Requested – Secondary / Emergency Access Ordinance

Dear Members of the Board,

I am writing to urge immediate action on the proposed ordinance requiring a secondary and/or emergency access for new residential developments in South Park Township.

During the review of the proposed Sleepy Hollow development, serious public safety concerns were raised by the County and other reviewing agencies regarding emergency access, traffic safety, and first responder reach. Most concerning was the realization that the Township had no clear ordinance requiring a secondary or emergency exit to rely upon.

That gap should not exist again.

Following those concerns, we drafted the necessary ordinance and had the proposed language reviewed by the Allegheny County Economic Development prior to presenting it at your February meeting to ensure it was sound and defensible. The groundwork has been done.

It is also important to recognize that the County’s Subdivision and Land Development Ordinance (SALDO) already incorporates modern public safety standards requiring multiple access points for larger residential developments. Under the County framework, subdivisions containing 25 or more lots or developments projected to generate 250 or more average daily vehicle trips must provide at least two functional access points located on different sides of the development, unless clearly infeasible due to tract conditions. Where only one primary access is available, the County requires a separate emergency access to ensure uninterrupted ingress and egress for first responders.

While the County SALDO applies only in municipalities where the County administers subdivision review, it reflects an established public safety baseline. At present, South Park Township does not have comparable, clearly defined local language in place. Adopting this ordinance would align the Township with recognized County standards and ensure we are not operating below accepted public safety practices when reviewing future development proposals.

We should not allow another month to pass without action.

If a primary access road is blocked — by an accident, fire, storm damage, or any emergency — residents could be trapped and emergency services delayed. That is a preventable risk.

Adopting this ordinance now will:

• Protect current and future residents
• Establish clear, enforceable standards
• Ensure any future development proposal for the Sleepy Hollow property complies with modern safety requirements

To ensure the ordinance is ready for adoption at the next meeting, the following steps should begin immediately:

• Township Solicitor review and approval of the draft
• Board authorization to advertise the ordinance
• Completion of the required public advertisement period, including the 7-day notice requirement
• Placement on the next meeting agenda for consideration and vote

These are straightforward procedural steps. Delaying them only postpones needed protections.

I respectfully request that the Board direct these actions to begin now so the ordinance can be properly advertised and brought forward for adoption at the next meeting.

Public safety should not wait.
