The Honorable Westley Moore
Governor
The State of Maryland
State House
100 State Circle, Annapolis, MD 21401 – 1925
Dear Gov. Moore:
We are writing to thank you for your clear and consistent leadership on the essential importance to this democracy of protecting and defending the Constitution and on the equally important requirement that elected representatives honor their oaths of office.
We are also writing to ask for your advice and assistance. We are members of the Board of Directors of a small but growing 501c(4) based in South Dakota called We the People SD (WethePeoplesd.org).
We launched this effort on September 17, 2025, the 238th anniversary of the signing of the Constitution in Philadelphia. We have one purpose: to demand that John Thune, the Senate Majority Leader, honor his oath of office to protect and defend the Constitution against all enemies, foreign and domestic.
As you know well, our founders created a system of government to protect against the forces of tyranny - a system dependent upon the checks and balances inherent in three coequal branches of government.
As Majority Leader, Senator Thune has the great responsibility not only to the citizens of South Dakota, but to this nation to assure that the legislative branch upholds its constitutional responsibility to act as a strong independent branch of government - a role needed more urgently now that perhaps at any point in our history.
In our opinion, John Thune has failed in that duty.
Our website includes an opportunity for citizens across this nation to sign a Call To Action that demands that John Thune fulfill his constitutional responsibility. To date we have 2010 signatures representing 37 states and the District of Columbia.
Given the accelerating assault on the Constitution and the persistent dismissal of the rule of law, each of us needs to take a stand – as you have done. Our Call To Action provides a way for everyone to stand with you.
We’re transitioning from an organization that has been primarily focused on South Dakota to one with a national focus. While John Thune has a particular responsibility, every elected official, past and present, needs to honor their oath as well. With so many people asking “what can I do to make a difference”, this is one opportunity to be heard.
We would like to talk with you about the most effective and impactful way to leverage what we have begun into a much broader initiative. We have built a website that can handle large populations effectively and securely. What we need is advice on how to do this well.
You are one of the few people in this country who have been unyielding, articulate, and clear about the current threat to our democracy and about the need for an urgent broad-based response. You understand what’s at stake, and you certainly understand the political process.
We are glad to come to Annapolis to meet with you in any way that respects the multiple demands on your time.
With best regards,
Michael Heisler, MD, MPH
