America’s untapped talent is everywhere. Opportunity should be too.

Right now, nearly 1 in 3 adults—about 70–77 million people—have an arrest or conviction record. With over 44,000 legal barriers still limiting access to jobs, housing, and professional licenses.

Old records keep showing up—blocking doors long after someone has done the work, completed their sentence, and stayed crime-free.

This isn’t just about fairness—it’s about our economy. When qualified people are locked out of work, businesses lose talent, communities lose stability, and all of us lose potential.

We don’t have a talent shortage. We have an opportunity gap. Expanding access isn’t charity, it’s smart policy.

For years, the justice reform movement has rallied around “second chances.” That language opened doors—but it still centers the individual.

“Fair chances” shift the focus to systems.

As the Executive Director of the Gateway Alliance Project, Latecia Hill—an alumna of JustLeadershipUSA 's LwC Cohort 10—is proud to stand in partnership with the Just US Coordinating Council on the Second Chance Month state proclamation initiative, representing Texas and helping to advance this critical shift in narrative.

Last week in Austin, Latecia stopped by the Office of the Governor to pick up the official state proclamation. She carried it with her into the Pathways2Purpose culmination ceremony inside the jail.

A powerful “opening of the envelope” moment was created—reading the proclamation aloud and passing it hand to hand so each participant could see it, feel it, and claim it.

That visibility mattered.

She then witnessed participants be honored for completing the 12-session reintegration planning workshop—a powerful reminder that fair chances go beyond redemption. They require systems that invest in people, remove barriers, and create real pathways forward.

This is what fair chances look like in action.

We’re excited to kick off the year with the release of the Gateway Alliance Project (GAP) Q1 Quarterly Newsletter!

This edition highlights key updates across our SAFE housing work at Pearl’s Place, Pathways2Purpose Reentry Action Planning, and growing community partnerships across Dallas and beyond.

At the GAP, we believe reentry is a continuum of care rooted in dignity, opportunity, and second chances. This work is powered by lived experience, collaboration, and a shared commitment to reducing recidivism and ending cycles of post-conviction poverty.

In partnership with The Clean Slate Initiative, we’re working to expand second chances through policies that automatically seal eligible records and remove barriers to jobs, housing, and stability.

Last night marked the first Monday Night Politics — Meet the Candidates Forum. Presented by The Dallas Examiner, Hosted at the African American Museum, Dallas.

Candidates from the newly drawn 33rd District—a district shaped by the recent redistricting in Dallas—took the stage. With this district already sparking national conversation, the forum created a space for voters to hear directly from those seeking to serve our communities.

Our question:
"Justice-impacted individuals are essential contributors to strong communities, yet permanent punishments tied to criminal records exclude them from economic opportunity and upward mobility. How will you support legislation that will restore dignity, expand economic access, and reduce post-conviction poverty?"

For the next 8 Monday nights, Dallas residents have the chance to meet the candidates running to represent YOU in your district. Come outside, hope to see you there! ☀❤✊
