The Sacramento Police Department, in partnership with the Sacramento Regional Human Trafficking Task Force, conducted targeted enforcement operations during Human Trafficking Awareness Month in January, along the Stockton Boulevard corridor. The task force includes the Sacramento Police Department, the Sacramento County District Attorney’s Office, the California Department of Justice, and other local, state, and federal partners. Advocacy partners: Community Against Sexual Harm, the Family Justice Center, 3Strands Global Foundation, and My Sister’s House; provided critical support to victims throughout the operation. The Stockton Boulevard Partnership also assisted with ongoing community efforts.

Over sixteen operational days, enforcement was conducted as part of a problem-oriented policing strategy focused on identifying traffickers, disrupting buyer-driven activity, and connecting victims with resources. Multiple specialized units participated, and efforts were supplemented by officers temporarily assigned from East Command to focus on human trafficking enforcement. Through the coordinated efforts of the task force and the Sacramento Police Department, 9 traffickers were identified, 220 proactive stops were conducted, and 121 arrests were made. Most importantly, 41 victims were recovered and connected with advocacy partners for support services.

“In Sacramento County, we have made it clear that traffickers—especially those who exploit children—will be held accountable,” said Sacramento County District Attorney Thien Ho. “Through the Sacramento Regional Human Trafficking Task Force—our office takes a comprehensive and coordinated approach to protecting victims, disrupting the buyer-driven exploitation of victims and dismantling trafficking operations in our community.”

“This operation proves that my office is all in when it comes to taking a stand against the demand for s*x trafficking by holding perpetrators of human trafficking accountable and supporting survivors along the way,” said Attorney General Rob Bonta. “It is vital that we carry out our goal in a manner that is trauma-informed and culturally competent… I am thankful for these strong Sacramento partnerships and look forward to all that we can accomplish when we work together.”

These efforts disrupted criminal activity and enhanced safety along the Stockton Boulevard corridor. Enforcement and prevention efforts remain ongoing. The department has expanded training, increased high-visibility patrols, and continues to work with community partners and local businesses on long-term prevention strategies. Additional outreach includes youth education efforts focused on recognizing and preventing human trafficking. The Sacramento Police Department remains committed to protecting victims, holding offenders accountable, and working collaboratively to improve public safety and quality of life within the community.

HERMOSA BEACH, Calif.
-- A 92-year-old man was found dead in Hermosa Beach after an hours-long standoff at a home right on the beach forced dozens to evacuate over the weekend. A suspect has been taken into custody.

It all unfolded Saturday when officers responded to the home on The Strand to conduct a welfare check, according to the Hermosa Beach Police Department. A neighbor reported a foul odor coming from the property and the person that lived there hadn't been seen in days.

When officers arrived, they encountered a person inside who they say was not the tenant. That person refused to leave the home and indicated they were possibly armed.

That suspect, identified as 39-year-old Robert Simmons, was barricaded in the home for about seven hours. Simmons, according to investigators, originally told detectives their name is Elanor Beaulieu.

Dozens of residents and tourists were forced to evacuate the area for the duration of the standoff.

Case Update:
You may remember television and news reports about a complicated child po*******hy investigation back in 2019. Seven years later, the case has been fully adjudicated resulting in multiple convictions and the dismantling of a web of child predators.
The Morgan Hill Police Department (MHPD) received a Cybertip in Oct 2018 related to a suspect downloading child s*xual abuse material. Detective Woodrow identified the suspect as Jose Gutierrez and authored a search warrant for his residence in San Martin. It was during this search that Detective Woodrow first suspected Gutierrez was producing his own child s*xual abuse material and distributing it online to other men.
Our team authored more than 40 search warrants, 30 supplemental reports, and identified 4 local suspects and many more outside Santa Clara County. Then Detective Woodrow explained, “This crime may have originated in Morgan Hill and San Martin; however, the web of suspects sharing these images reached Watsonville, Salinas, Los Angeles, Orange County, Las Vegas, Maryland and further. Each time a new suspect was identified we notified the local ICAC (internet crimes against children) task force. One such tip resulted in the arrest of an Orange County man sentenced to 40-years in federal prison for abusing 3 children. We believe this investigation led to a total of 19 arrests and 14 children rescued nationwide”.
Morgan Hill police arrested 4 local men connected to this investigation.
• Jose Gutierrez (San Martin) sentenced to 25 years to lifewith s*x offender registration.
• Connor Rinehart (Morgan Hill) sentenced to 25 years to lifewith s*x offender registration.
• Graham Bessermin (San Jose) sentenced to 3 years with s*x offender registration.
• Ernesto Rivera (Gilroy) sentenced to 1 year with s*x offender registration.
