In case you've been wondering about those cameras. Flock automated license plate readers have been quietly installed at Fort Funston and other GGNRA locations, raising important questions about transparency, privacy, and public accountability.

We contacted the Golden Gate National Recreation Area to learn who operates the cameras, what information they collect, and how the data are used. Their response is below.

🚨 We're also asking GGNRA to publicly identify the location of all ALPR cameras and publish a clear policy describing what data are collected, who has access, how long data are retained, and how the system is governed.

GGNRA response:

• Flock cameras were installed at Fort Funston in April by the National Park Service.
• GGNRA currently has approximately a dozen Flock cameras installed at locations including Fort Funston, Crissy Field, Stinson Beach, Muir Beach, Rodeo Beach, and most parking areas adjacent to the Golden Gate Bridge. There are no current plans to install additional cameras.
• They were initially intended to help measure visitor use, but are also used as a law enforcement tool to assist with locating missing persons, responding to emergencies, and investigating crimes.
• While Fort Funston is not considered one of the park's highest-crime locations, the area does experience vehicle thefts and missing person incidents.
• The cameras collect license plate numbers, vehicle color, and in many cases the vehicle make. They photograph the rear of the vehicle and do not have facial recognition capabilities.
• According to GGNRA, only National Park Service Rangers and U.S. Park Police assigned to the Golden Gate parks have access to the system. The information is not shared with other agencies and is used only in connection with specific investigations—not for general searches or "fishing expeditions."
• Data are believed to be retained for approximately 30 days, although GGNRA indicated that information is still being confirmed.
• GGNRA is not aware of any National Park Service-wide policy specifically governing Flock cameras and indicated that access is limited to commissioned federal law enforcement officers.

SFDOG note: GGNRA has stated that these cameras do not have facial recognition capabilities. We believe any future expansion of camera capabilities or changes to the policies governing their use should be subject to public notice and transparency.

Good news. San Francisco’s Vicious and Dangerous Dog (VDD) hearings are set to restart in July.

Supervisors Stephen Sherrill and Bilal Mahmood (Audit and Oversight committee) secured dedicated funding from the Department of Public Health for a hearing officer position that will be housed in the Department of Police Accountability. Previous hearings had been stalled due to budget reductions, staff attorney cuts, and the lack of a clear funding line, according to the director of the DPA.

The city is still finalizing the reporting structure, required training, and performance evaluation standards for the new hearing officer.

There are currently about 70 cases already investigated by SFPD awaiting hearings. Once the process resumes, hearings are expected to take place three times per week.

This is an important step toward restoring a fair, structured process for addressing serious dog aggression and neglect cases and helping prevent future incidents.

RESTART SAN FRANCISCO VICIOUS & DANGEROUS DOG COURT

⚖️🐶 San Francisco’s nationally respected Vicious & Dangerous Dog hearing process has been inactive for almost a year — leaving bite victims, and neglect cases without a path toward fair, individualized safety solutions and creating a growing backlog of unresolved cases.

On Thursday, May 21 at 10 am, the SF Board of Supervisors Government Audit & Oversight Committee will discuss restarting the hearings.

📢 Please consider sending a letter urging the City to:

✔️ Appoint a hearing officer and resume hearings
✔️ Provide dedicated funding for the program
✔️ Require continuing education informed by animal behavior and veterinary experts

This process has long focused on prevention, education, and tailored solutions — not one-size-fits-all punishment.
