Progress is real. So is the need.

The Regional Task Force on Homelessness' 2025 Data & Performance Report shows encouraging progress across San Diego County's homelessness response system. More people are exiting to permanent housing, fewer are returning to homelessness, and outreach programs are helping more people move indoors.

At the same time, the report reminds us that the work is far from over. Older adults are spending longer periods experiencing homelessness, and many people who are ready to accept help still face limited shelter and housing options.

At HEAL, we know that lasting solutions require more than data—they require listening to people with lived experience, investing in affordable housing and supportive services, and expanding pathways to stable housing.

Together, we can build a system that doesn't just respond to homelessness, but prevents it.

The data matters. So do the people behind it.

The latest San Diego Emergency Shelter Report shows that too many people continue cycling through shelters instead of reaching permanent housing. While 31% of people with known outcomes exited to permanent housing, 28% exited back to unsheltered homelessness—and repeated shelter stays made stable housing even less likely.

Behind every statistic is a person, a family, and a story.

At HEAL Network, we know that lasting solutions are built when people with lived experience are at the decision-making table—not just the subject of the discussion.

When lived experience leads, policies become more effective, more humane, and more accountable.

🏛️ Advocating for Transparency in Housing

On June 30, 2026, our HEAL members provided testimony before the San Diego City Council in support of the Junk Fee Ordinance.

Hidden and unnecessary fees make housing even less affordable for renters. We spoke up in favor of greater transparency and accountability so that residents know the true cost of housing and are protected from unfair charges.

Every voice matters, and we're proud to stand alongside community members advocating for policies that make housing fairer, more affordable, and more accessible for everyone.

Tell the San Diego City Council: It's time to end unfair Junk Fees!

We are calling on our HEAL members to take a stand for housing affordability. San Diego renters are tired of hidden costs and unpredictable rental fees. The upcoming Junk Fee Ordinance is a crucial step toward increasing transparency and protecting our community’s hard-earned income. We need your voice to make sure the City Council knows that renters deserve fair, predictable housing costs.

This past Friday, the HEAL Network was front and center at the 2026 San Diego County Affordable Housing Needs Report press conference.

We are incredibly proud of HEAL Strategy Circle Leaders Margo Velez and Kaitlin McQuaid for taking the podium as featured speakers, as well as HEAL member Michelle Finlon for participating in individual media interviews. We also want to share a special thank you to HEAL members Bruce and Annette, who came out to stand in solidarity and show their support. As advocates with lived expertise, our members are amplifying the voices of residents and ensuring that community members are directly shaping the policies that impact their lives.

The newly released data is stark: 129,829 low-income renter households in San Diego County do not have access to an affordable home, and renters now need to earn $50.12 per hour to afford the average asking rent. While facts and statistics provide the structural framework, it is personal narratives that move hearts and drive meaningful change. Margo, Kaitlin, and Michelle brilliantly connected their personal housing experiences to these systemic issues, demonstrating how vital community expertise is to fixing a broken system.
