Across California, state scientists are being asked to return to dysfunctional, unsafe, and unsanitary worksites that interfere with our ability to do our jobs. If you are dealing with health and safety issues such as pests, mold, broken facilities, and ergonomically unsafe workstations, fill out the Workplace Issue Reporting Form linked in our bio. When you select “Health and Safety” as the kind of rights violation you are experiencing, you will have an option to upload photos that will help us shed light on these issues.

“Because of RTO, we’re going to lose a lot of people who do vital services to serve the people of California, especially in high-cost-of-living areas where people already have to live very far away from their office in order to afford to live in those places.”

Cory is a Senior Environmental Scientist Supervisor who has seen the negative impacts of return to office mandates on recruitment and retention firsthand, especially in areas with a high cost of living. Telework expands access to a more diverse workforce and helps recruit and retain the talent Californians rely on. Today, CAPS-UAW state scientists are at the table with CalHR to bargain over the Governor’s Return to Office 4-day mandate after delivering their demands on May 4. It is clear that this executive order is not based on fiscal responsibility, ensuring the best service for the people of California, nor maintaining a robust and productive scientific workforce. Scientists demand: Maximum flexibility to telework for workers based on their job duties; that scientists have the fully functional and modern equipment they need to do their jobs; that workplaces are safe, clean and dignified with no roaches and no rats; that the state expands telework to maintain and expand access to the diverse and talented workforce Californians rely on; and that the state stop this RTO mandate that adds a high cost burden to both the state and state workers.

State scientists have been successfully serving the people of California while teleworking for the past 6 years. That's why we are demanding maximum flexibility for workers! When work can be done remotely, workers should be allowed to telework to the fullest extent.

“I doubt the State wants to be associated with Trump, but the State is currently doing what the Trump administration did when they wanted federal workers to quit. I see an opportunity for the State of California to listen to its employees and avoid creating unnecessarily stressful working conditions for workers.” 

Governor Newsom's arbitrary 4-day-in-office mandate threatens to gut the state science workforce just like the DOGE return to office mandate led to a mass exodus of federal scientists. This would have devastating impacts on public health, food safety and the environment. Our state can't lead with science without scientists. SB 1319 (Durazo & Cortese) passed the Senate Labor, Public Employment and Retirement Committee on Wednesday! CAPS-UAW Vice President, Justin Garcia, testified in support of the bill, alongside a fellow union member from UNITE HERE. SB 1319 will improve transparency in alternative investments by requiring public pension funds to disclose the performance of such investments.

“As someone who spends a lot of time analyzing and collecting data, I think it is important to have strong disclosure from private equity firms about our retirement investments”, said Justin Garcia, Vice President of CAPS, UAW Local 1115, part of UAW Region 6. “Private equity managers can’t be the only ones who evaluate potential risks, given their interest in protecting their own fees. Disclosure is a way to keep everyone doing their best for us, so I support SB 1319.”
