Rescue does not always look big. Sometimes it is one meal. One safe corner. One small act that tells a frightened cat, “You don’t have to keep doing this alone.”

We may not be able to help every cat today.

💕Heartfelt story💕 Whiskers was trapped as a “stray cat” possibly needing to be neutered. Come to find out that Whiskers has been neutered & has a chip. Owner was reunited with Whiskers & has been missing for 4 years. We trapped him 20 miles away from his home. Makes you suspicious of people dumping cats. CHIP YOUR PETS! Lets get one of these on our books!!

For years, the volunteers who care for outdoor community cats have existed in a kind of legal gray zone. In many places, they risk being cited for abandonment simply for doing TNR, which involves trapping cats, getting them spayed or neutered, and returning them to their outdoor homes.

A landmark bill introduced in Maryland in February 2026 aims to change that, not just in Maryland, but potentially across the country.

Ash's Law, House Bill 912 and Senate Bill 750, was drafted by Alley Cat Allies and introduced in the Maryland legislature. If passed, it would make Trap-Neuter-Return the official state policy for community cats throughout Maryland. More importantly, it would prevent any county or city within the state from banning or restricting TNR programs.

The bill is named after a community cat named Ash. It also addresses the abandonment issue directly, amending Maryland state law to ensure that individuals carrying out TNR cannot be criminally charged for returning a cat to its outdoor home after the procedure.

This is significant because the current situation in many jurisdictions is deeply counterproductive. The very act of helping a community cat through a responsible, humane, evidence-based program can expose a volunteer to legal consequences. That discourages participation and leaves cats worse off.

Supporters of the bill include advocates, veterinary professionals, and legal experts. Opposition has come primarily from county government representatives concerned about losing local authority to set their own animal control policies.

The bill is being watched nationally as a potential model for similar legislation in other states.

The story of Falkor:

We were called out to help a local community that helps people transition from being unhoused to getting back on their feet again. The employees asked for help with TNR and had a colony favorite they named Falkor.
Falkor learned to love and trust his colony care team which is not always the case for our ferals. He was hurt, underweight, dingy and he is quite possibly deaf and because of these features he seemed to be quite old.
We got him to clinic a few weeks back and noted his injuries. He was neuter and determined he probably has an old injury that healed wrong. Although he didn't seem to have much pain he still was not putting weight on his front leg. The clinic recommended x-rays at a full service clinic or vet.
When Falkor came home from his neuter he didn't seem to recover right away. He laid sideways in the trap and was monitored closely over night with a camera. We thought we were going to lose him overnight.
We rushed Falkor back to the clinic first thing the next day where he sat in the trap as if nothing was wrong. He came back to finish his recovery but at this point we were not sure he should go back to the outside life he once had.
Again Falkor was laying funny in the trap so we messaged the location and asked more about Falkors behavior. Only then did we learn that it is just how he lays! 😳
Dude scared the crap out of us!! However, he probably lays that way due to his injury.
After having him in our custody for a lil bit and searching for someone to help with low cost x-rays we noticed is not just the left front leg, but it's his left side. Falkor was probably hit by a car or piece of equipment. He just learned to adapt never putting weight on his front leg. Even while he slept.
Falkor was moved from the "return to location" list which is mostly what we do. To being moved to either euthanasia or rehoming.
We know it sounds harsh but feral cats that are that wounded and deaf and the risk of cancer because he is all white puts some items on the table where we would question his quality of life back out in the harsh environments.
Since Falkor became friendly the option of euthanasia quickly got tossed out! We then had to start reaching out to find resources to help him! At clinic we also found out he is only approximately 2 years old so having a leg amputated and finding a home for him is now going to be his new option.
But then Falkor shoots another surprise at us. He is actually starting to walk more normal! Maybe this guy just needed a soft bed to lay on and a place to feel safe. No more chasing females and living in a pretty industrial area. 🤷🏼‍♂️
Falkor has been making great strides. He is gaining weight as well as walking better.
We will be driving him to the Placerville Surgery center this Wednesday for x-rays and we will know more then.
Falkors care has been very involved. He is on some of the best(and most expensive food), he is needing extra transport and his medical care is not free.

Falkor is a survivor with lots of odds stacked against him. The love and care from the people who called us out made allllll the difference in the world. Instead of just disregarding him, they worked with him. Instead of just chalking him up as an "oh well feral" they reached out for help. They even miss him and check in with us all the time to know his progress! These are the best people to work with!! The ones that care!
