Our goal is to become the trade association for all cannabis farmers, cultivators, processors, retailers, transporters, and testing laboratories in Virginia. Exiting news for Cannabis in Virginia!

Senator Rouse’s SB970 and Delegate Krizek’s HB2485 are both headed to the floor of their respective House’s. They’ve passed through all the necessary committees and the entire Virginia General Assembly will be voting on them any day now.

These bills are mirrors of each other and layout a framework for adult-use cannabis sales in the Commonwealth. Are these bills perfect? No, but they are a very reasonable compromise with all stakeholders. Will Governor Youngkin veto these bills? Yes, almost certainly… However it’s very important that these bills pass both Virginia houses for a 2nd time. The Virginia legislature and executive will change in 2026 (elections coming this November). In 2026 these bills will run again and the chances of the them passing with a new administration will be much higher (no matter who the Governor may be) after potentially passing both houses 3 years in a row.

That being said, the more Republican votes we can get, the better. So if you live in a district that has a Republican State Senator and/or State Delegate we ask you to please call and email them to encourage them to vote yes on both of these bills. Emphasize consumer safety and a reduction in the illicit market. You can watch Republican Senator Morefield’s comments on our Instagram to see how we are reaching them. Please call and email your legislators as soon as possible because these bills are headed to the floor any day. While we expect all Democrat legislators to vote yes, it’s a good idea to encourage them anyway, it only takes a few minutes.

Tell your Senator to Vote YES on SB448!

SB448 will get a floor vote this coming Monday or Tuesday and we need to tell our Senators to Vote YES. This is a great bill (much better than the House version) and the more votes the better. Every bit of work we’ve been doing for the last year (last few years really) culminates in this one moment, and that moment is now!

Please take a few minutes right now to email AND call your Senator and tell them to vote yes on SB448. Let them know that passing an adult use cannabis bill is important to their constituents.

Asking YOUR Senator is always more meaningful then asking every Senator, but you must include your address in your email.

CALL TO ACTION!

Please email and phone YOUR Virginia delegate and ask them to amend Krizek's HB698.

Currently, HB698 completely leaves out Virginia farmers by not allowing any outdoor grow for licensed cultivators. This provision is the wish of the large multi-state-operator pharmaceutical processors for one reason and one reason only: outdoor grow takes money out of their pocket and puts it in the pockets of small farmers. Please encourage amendments to fix this problem. We need outdoor grow for licensed cultivators so Virginia farmers can participate in the market.

Furthermore, the bill currently gives unlimited plant count to the MSOs so they will be able to dictate the price and have complete control of the entire state market. This is obviously a huge mistake!

Things are happening fast. Today was a great day in our efforts for an adult use program in Virginia. We’d like to personally thank Scott A. Surovell for his leadership as Chair of the Virginia Senate Cannabis Subcommittee today. We'd like to personally thank Aaron Rouse for patroning SB448 and working so hard on this important issue.

Senator Ebbin’s bill has been rolled into Senator Rouse's bill, and Senator Rouse’s bill is now the main vehicle for the adult use program in the Senate going forward. This is good news because it means that MSOs won’t get a head start in the market and small Virginia businesses will come first. We’ve got a LONG way to the finish line, but today was a win for small cannabis businesses in Virginia.

The study told us what everyone already knows: The Virginia oligopoly Cannabis system only works for the MSOs. It doesn't serve the state or the Virginia Public. We need an adult use Cannabis framework in Virginia and we need it now.

- On average VA pricing, because of the oligopoly that has been created, is 40% more per gram than any other medical cannabis market.
- With no true seed to sale tracking implemented in the program, cultivated product is potentially being subverted to the grey market.
- Study suggests that the current market is unsustainable and makes a strong case for adult use
- “Results: The study found that the Virginia Medical cannabis program is struggling to capture patients amid evolving local policies in bordering states, resulting in prices remaining high.”
- The four MSO’s are compelled to charge top dollar to remain solvent
- Virginia is the only state that this group has studied that cannot tell the public how many patients are actually registered into the system.
- The highest positive recommendation from the study practitioner was to expand the market so that small business participation could assist in lowering the overall price.
