Important Notice for Afghans with U.S. Refugee Cases

The United States government has set the refugee admissions ceiling for Fiscal Year 2027 at a maximum of 17,500 people. Under the new decision, most of this capacity will be allocated to Afrikaners from South Africa, while the general suspension of the U.S. Refugee Admissions Program (USRAP) remains in effect.

The decision was signed on September 25, 2026, applies to the fiscal year beginning October 1, 2026, and was published in the Federal Register on October 2, 2026.

How could this affect Afghans?

The restrictions may directly affect:

▪️ Priority 1 cases
▪️ Priority 2 pathways for Afghans
▪️ Priority 3 refugee family-reunification cases
▪️ Welcome Corps cases processed through USRAP
▪️ Afghans waiting for interviews, approval, or travel through the U.S. refugee program

Under the current policy, Afghan admissions through USRAP are expected to be extremely limited and exceptional. However, the U.S. government has not announced that every Afghan case has been closed or canceled. Applicants should not assume that their cases are closed unless they receive an official notice.

An important distinction

This decision does not, by itself, cancel the following pathways:

✅ Afghan Special Immigrant Visas (SIVs)
✅ Family-based immigrant visas
✅ Asylum applications filed by people inside the United States
✅ Independent humanitarian-parole requests
✅ Green card, naturalization, or other regular immigration cases

We encourage all applicants to:

▪️ Keep their documents and contact information updated;
▪️ Remain in contact with their Resettlement Support Center (RSC) or the official entity handling their case;
▪️ Avoid relying on rumors or unofficial promises;
▪️ Never pay anyone who promises access to or relocation through USRAP; and
▪️ Consult a qualified immigration attorney about the specific consequences for their individual case.

ARRO-USA will continue monitoring the situation and will share verified updates with the Afghan community when a significant policy change occurs.

Update on Afghan Refugees in the United States
October 2, 2026 | ARRO-USA

Recent developments in refugee admissions, health coverage, and funding for support services could affect Afghan families and the organizations assisting them. Here are the key updates:

🔹 1. New Restrictions on Health Coverage

Beginning October 1, 2026, federal funding for full Medicaid and CHIP coverage is restricted for many refugees, people granted asylum, and humanitarian parolees who have not yet obtained permanent residence.

This does not mean that all Afghans will lose their health coverage. Green card holders and certain children and pregnant women may remain eligible, subject to applicable requirements. Each person’s circumstances and state rules must be reviewed individually.

If you receive a notice terminating your coverage, do not ignore it. Contact your benefits agency or a qualified benefits adviser to review the reason, appeal deadlines, and alternative coverage options.

🔹 2. Refugee Admissions Ceiling for Fiscal Year 2027

The official presidential determination sets the refugee admissions ceiling at 17,500, with admissions primarily allocated to Afrikaners from South Africa. It provides no specific allocation for Afghans and retains the broader restrictions on refugee entry.

The start of the new fiscal year therefore does not mean that refugee admissions pathways have generally reopened for Afghans. Access for Afghan allies and separated families continues to require advocacy and specific government decisions.

🔹 3. Proposed Cuts to Refugee Support Funding

In its September 25 proposal, the White House requested the rescission of approximately $567.4 million from the Refugee and Entrant Assistance account.

Accuracy matters: the document proposes canceling this funding. Final approval and the ultimate disposition of these funds have not been verified in this review. However, the risk of reduced support services is serious, and partner organizations should assess the actual impact on their programs.

🔹 4. Extension of Camp As Sayliyah Operations in Qatar

According to reporting and an AfghanEvac update, operations at Camp As Sayliyah have been extended for another nine months. This gives more than 1,000 Afghan allies and their family members additional time.

However, the extension does not grant visas, authorize entry into the United States, or resolve their cases. Efforts to advance processing and reunite families must continue.

🔹 5. New Report on Special Immigrant Visa (SIV) Barriers

An October 2026 report by the minority staff of the U.S. Senate Foreign Relations Committee states that Afghan SIV issuances have effectively stopped and that more than 155,000 applicants remain in the processing pipeline.

This is a research and oversight report—not a new law or an announcement that the program has reopened. Its findings can support calls to resume processing and protect Afghan allies.

ARRO-USA’s Message

Afghan families need accurate information, access to services, and fair consideration of their cases. We call on officials and partner organizations to prevent gaps in health care, preserve essential support, and provide lawful, safe pathways for eligible individuals.

We also encourage our community to share information with sources and distinguish between proposals, operative decisions, and research reports. None of these developments alone constitutes an individual visa approval or a guarantee of travel.

🕊️ September 11: A Day to Remember the Victims and Reflect on the Consequences of a Historic Event

On the 25th anniversary of the September 11, 2001 terrorist attacks, the Afghanistan Refugee Rescue Organization – USA honors the memory of the innocent victims of this tragedy and extends its deepest sympathies to the families who lost their loved ones in New York, Washington, D.C., and Pennsylvania.

September 11 not only changed the course of American history; its consequences also profoundly affected Afghanistan and its people for more than two decades. During these years, the people of Afghanistan endured war, terrorism, instability, poverty, displacement, and the loss of thousands of lives. Many Afghan security personnel, civilians, journalists, teachers, civil society activists, and Afghan partners of international forces also made the ultimate sacrifice in the struggle against terrorism and in pursuit of freedom and a better future.

Today, as we remember the victims of September 11 in the United States, we also honor the service members, emergency personnel, first responders, Afghan partners, and civilians who lost their lives—or whose lives were forever changed—in the years that followed.

Terrorism represents no religion, ethnicity, or nationality. Its victims come from many nations, cultures, and faiths. It is our shared responsibility to stand against extremism, hatred, and violence and to work toward peace, justice, human dignity, and peaceful coexistence.

On this historic day, we once again emphasize the international community’s moral responsibility toward the people of Afghanistan—especially women and girls, displaced families, and Afghans who served alongside the United States and its allies. The promises made to these individuals must not be forgotten.

May the memory of the victims guide us toward a world where differences are resolved through dialogue, no family becomes a victim of terrorism or war, and all people can live free from fear, violence, and displacement.

ARRO-USA welcomes applicants with different professional backgrounds, skills, languages, and levels of experience. Volunteer opportunities may support areas such as:

Afghanistan Refugee Rescue Organization - USA (ARRO-USA) is preparing for our Strategic Partnership Introduction & Collaboration Identification Conference on December 1, 2026, in Northern Virginia.
This community-focused conference is being designed to bring together government agencies, nonprofit and community organizations, universities and educational institutions, workforce and service providers, foundations, philanthropic partners, and responsible private-sector organizations.
Our purpose is simple: connect institutions, identify areas of collaboration, strengthen referral and service networks, and build practical partnerships that can better support Afghan communities.
We anticipate approximately 150-180 participants, and ARRO-USA has established a $10,000 sponsorship goal to help cover essential conference expenses including venue, audiovisual support, food and refreshments, interpretation and accessibility services, participant materials, registration, signage, volunteer coordination, and post-conference follow-up.
We welcome support from individual donors, businesses, organizations, foundations, and community partners. Financial sponsorships and approved in-kind contributions of any size are appreciated.
Sponsorship opportunities are available at $500, $1,000, $2,500, $5,000+, as well as through in-kind support such as venue services, catering, printing, technology, interpretation, audiovisual services, or event supplies.
