GARO Statement on the Shooting in Washington, D.C., A Call for Justice and Respect

On behalf of Grace Advocacy and Relief Organization (GARO), we express our deep sorrow and concern over the recent shooting of an Afghan individual in Washington, D.C. Our thoughts are with the victims, & their families

This tragic event must be recognized as the act of an individual not as a judgment upon an entire Afghan Nationals in the USA.. To cast blame or suspicion on all Afghans because of one person’s alleged act would be unjust, and contrary to the values this country stands for.

Under the laws of the United States, every person physically present in the country citizen or non-citizen is entitled to equal protection and due process. The Fourteenth Amendment to the United States Constitution safeguards “persons” from being denied life, liberty, or property without due process, and protects against discrimination under the law.

Moreover, many Afghans in the U.S. arrived seeking refuge from conflict and persecution. As part of the international legal framework protecting refugees and asylum seekers, the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol Relating to the Status of Refugees to which the United States is a party guarantee that refugees are to be treated with dignity, protected from discrimination, and granted fundamental rights including access to justice, non-discrimination, and the right to live and work without fear.

Grace Advocacy & Relief Organization (GARO) extends its deepest and most heartfelt condolences to all those affected by the devastating earthquake that struck eastern Afghanistan’s Kunar Province on August 31, 2025.

The 6.0-magnitude quake destroyed villages, displaced thousands, and claimed over 2,200 lives. GARO mourns with the families who lost loved ones and prays for healing for the injured and displaced.

We also recognize and thank the international community for their immediate humanitarian response. The United Nations and its agencies, alongside other partners, have mobilized life-saving relief:

-Emergency shelter, food, and water distribution
-Medical treatment and mobile health teams
-Psychosocial support and protection services
-Coordination of long-term recovery

Statement on ICC Arrest Warrants and Gender Persecution in Afghanistan

Grace Advocacy and Relief Organization (GARO) welcomes the decision by the International Criminal Court (ICC) to issue arrest warrants for Taliban leaders, including Supreme Leader Haibatullah Akhundzada and Chief Justice Abdul Hakim Haqqani, for crimes against humanity related to gender persecution in Afghanistan.

This historic move reflects the growing recognition of the Taliban’s systemic oppression of Afghan women and girls. GARO stands in solidarity with all victims of gender-based violence and persecution and calls on the international community to formally recognize gender apartheid as a crime under international law.

We urge global actors to take concrete steps toward holding perpetrators accountable and ending institutionalized regimes of gender oppression.

Subject: Condemnation of the Assault on a Student at an American School

Grace Advocacy & Relief Organization (GARO) strongly condemns the reported violent assault against a student at an American school, as covered by American news reports on April 10, 2025. The incident, which resulted in the hospitalization of the student, raises serious concerns about the safety and equal protection of all students within our educational institutions.

Every student in the United States is entitled to protection under the U.S. Constitution, particularly under the 14th Amendment, which guarantees “equal protection of the laws” and prohibits states from denying any person life, liberty, or property without due process. Acts of violence or discrimination within schools are not only morally unacceptable they are unconstitutional.

Additionally, under the Universal Declaration of Human Rights (UDHR), Article 5, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.” This principle, adopted by the United Nations, obligates all institutions to uphold human dignity and protect individuals from harm.

We urge local authorities and educational leadership to take immediate, transparent, and lawful actions to ensure justice is served, and that preventative measures are implemented to secure a safe learning environment for all students regardless of appearance, background, or belief.

GARO will continue to advocate for the rights and safety of every individual under the protections of U.S. and international law. Violence has no place in our schools or society, and we stand firmly for accountability, dignity, and justice.

Community Alert: New Measures to Combat Excessive Speeding in Washington State!

Dear Community Members,
We are pleased to inform you that the Washington State House of Representatives has passed the Andrea Smith Hudson Act (House Bill 1596), aiming to enhance road safety and hold reckless drivers accountable.

Key Highlights of the Bill:
Intelligent Speed Assistance (ISA) Devices: Drivers with suspended licenses due to repeated excessive speeding violations can now apply for a restricted license, permitting essential travel (e.g., to work or medical appointments). However, this is contingent upon installing an ISA device in their vehicle. These devices use GPS technology to prevent vehicles from exceeding posted speed limits.

Court Mandated ISA Usage:
Courts now have the authority to require the use of ISA devices as a condition for pre-trial release or post-conviction probation in cases involving excessive speeding.

Why This Matters:
Between 2019 and 2023, Washington experienced a nearly 40% increase in fatal crashes involving speeding drivers. In 2023 alone, excessive speed contributed to 251 fatalities. The Andrea Smith Hudson Act seeks to address this alarming trend by introducing technology to deter dangerous driving behaviors.
