AB 1645, the HUGS Act (authored by Assemblymember Mark Gonzalez), has passed the Assembly with bipartisan support and is now headed to the Senate.

We need your help. If you are an impacted family member, loved one, or formerly incarcerated individual, please submit a letter of support explaining why family visits matter and how AB 1645 would help families across California.

The Board of Parole Hearings (BPH) has officially adopted the new Commutation & Recall of Sentence (C&R) Recommendation Assessment process that was proposed last year.

This update was formally announced during the BPH Executive Board Meeting on May 19, 2026.

This new process creates a structured system for how potential commutation and recall of sentence recommendations may be reviewed and assessed moving forward.

BPH also released several public resources to help families and incarcerated individuals better understand the process, including:

To every family who has found strength in a phone call, a message, or just knowing your loved one is okay this one is for you.

We are collecting family letters of support for SB 498 (Keep Families Connected 2.0). This bill would expand communication access for incarcerated people and their families giving us more time to connect, more affordability, and more ways to stay close no matter the distance.

We believe families make a difference. And the California Legislature needs to hear from you.

Good evening,

The California Department of Corrections and Rehabilitation (CDCR) has released its Infrastructure Master Plan, a 20-year roadmap to address aging infrastructure and support more modern correctional environments across the state.

CDCR operates 31 institutions, many of which are more than 50 years old. These facilities were not originally designed for today’s correctional needs, including rehabilitation, health care, accessibility, and staff wellness. Decades of deferred investment have created significant infrastructure challenges that affect daily operations across the system.

The Infrastructure Master Plan provides an assessment of existing infrastructure conditions and a long-term framework to assess facility conditions, prioritize investments, and guide modernization.

The initial five-year planning focus concentrates on significant infrastructure assessment and modernization efforts at five institutions:

California Medical Facility;
Central California Women’s Facility;
Sierra Conservation Center;
California State Prison,
Corcoran; and California Institution for Men.
