05/10/2026

In a press briefing on Thursday May 7th, more than two weeks after the Toboso Massacre, forensic pathologist Raquel Fortun asked “why are there wounds on their back if this was a confrontation?” This question, along with the rest of her findings, calls into legitimacy the narrative provided by the Armed Forces of the Philippines that they were engaged in an “armed encounter” with the New People’s Army in Toboso, Negros Occidental. In reality forensic evidence seems to support a different story, one of unequal force and a violation of the principles of proportionality in the rules of war.

The AFP is spreading lies that the Negros 19 were killed in a “military encounter” and that this is a “tactical victory” for them. The truth of the matter, as recounted by locals who were forced to flee, is that the massacre was not a firefight. It was the AFP shooting blindly into a rural community from their helicopters, nonstop, indiscriminately strafing over the course of 12 hours. There was no way for them to tell who was a combatant and who was a civilian. While the state is celebrating these killings and congratulating themselves for orchestrating a massacre, the people of Negros mourn the loss and unjust killings of their community members and activists who dedicated their lives to serving them.

While Marcos Jr’s National Action Plan for Unity, Peace, and Development (NAP-UPD) claims to be making the Philippines safe for Filipinos it is obvious that the only safety that can be guaranteed is for big landlords and capitalists. On the other hand the NDFP remains “committed to work for a just and lasting peace” and is steadfast in carrying out the aspirations of the Filipino people to once and for all end the semi-colonial and semi-feudal system that is at the root of the death and misery in the Philippines.

STOP THE KILLINGS
STOP U.S. MILITARY AID TO THE PHILIPPINES
