5/ What changes or improvements would you like to see in the community, and how would those changes financially impact owners?

Right now, the low-hanging fruit is to spruce up the community with some landscaping improvements. The cul du sacs are the most in need of some investment, and the most visible to owners and visitors. We already have $20,000 budgeted for landscaping improvements. We have another $25,000 scheduled for mulch, which is long overdue (I believe the last time we had a community-wide installation of Mulch was when Kolter was still here). These are zero-cost improvements since they are already accounted for in the budget. We just need to find contractors to do it, and act on it.

The elections are a serious matter. The owners will select five people whom they will place their trust in to represent them and to protect their property values. These five people will be responsible for supporting about 172 million dollars in assets……. your homes. And manage a budget of over three million dollars. Another question from Meet the Candidates Night:

4. Do you have a full understanding of the Association Rules, regulations, and by-laws? Are you committed to following and enforcing these rules consistently, even if you personally disagree with them?

One of the hardest things I did before forming the Transition Committee was to become intimately familiar with the Governing Documents (Articles of Incorporation, Rules, By-Laws, etc.) and try to become as familiar with them all as I possibly could. I also became familiar with Florida Statutes 720, which governs HOAs in Florida, through classes, working with potential law firms, and my own research. This was a very important part of accuracy and intelligently representing the owners of Vizcaya Falls. I also worked with the Architectural Review Committee in formulating the current Architectural Review Book for our community.

Understanding all of these is very important to playing a competent role in leading our community.

Of course, I would support any of these rules, regulations, and laws even if I did not agree with them. Always have, and always will. In fact, anyone who either wishes to run for the board or is serving on the Board should be shining examples for our community. Board members and committee members need to be above reproach and should always follow the rules set down by Florida Law, and our own documents. No exceptions.

This is the third question from Meet the Candidates Night

3. Over the past several years, the community has made great progress in improving and maintaining the neighborhood. What is your plan to continue the positive momentum that has been built and ensure long-term success of the community?

As previously stated, it's time to develop a strategic plan for the community, a three to five-year plan. This would encompass not only known or expected replacement items as outlined in the Reserve Plan Study, but also areas to enhance the community's value and enjoyment for all owners.

After the next two budget cycles, we should have an opportunity to have some budget line items to come off as finished projects (tree replacement), legal fees should decrease, and hopefully, a settlement with Kolter. These items would have a significant impact on our budget providing opportunities that should be planned for. Do we use these expense reductions to go towards the Reserve Fund? Are there repair projects that will require attention? Do we plan community enhancement projects? Do we plan a reduction in monthly assessments? Constructing a three-to-five-year plan with owner input would help us plan the strategic direction for the community.

Also, setting goals and objectives each year for the Board will document progress and performance of the of the Board.

2. What is your motivation for serving on the Board?

Vizcaya Falls is our home. So, I have a vested interest in doing whatever I can personally do to maintain and improve property values of the community. My background both in business, and with my involvement in the community, starting with leading the Transition Committee, to serving on the Board as Vice President/Secretary, and with my service on the Architectural Review Committee, I bring to the table unique skills and knowledge that will help me represent the community.

Additionally, I have had a great life with great business experience, and in keeping with my other non-profit and HOA experiences, both past and present, I enjoy giving back to my community where I live.

I wanted to thank everyone who attended the Meet the Candidates Evening last week. I believe those in attendance got a good idea of what each candidate presented and what each candidate can offer the community with their service on the Vizcaya Falls Board of Directors.

For those who could not attend, I wanted to share the answers I provided to the questions along with some additional thoughts.

Question # 1: What is your vision for this community under your leadership? Please be as detailed as possible regarding what you hope to accomplish and how you would like to see the community grow and improve.

The current Board has done a great job getting our finances and basic services in order. With that in place, I believe our next step should be investing time in putting togehter a stratigic plan, in the form of a 3–5-year plan for the community.

This would include preparing for common area replacements or repairs as stated in the Reserve study which was performed a few years ago along with some enhancements that would make the community more valuable. The Board should formulate some goals and objectives to not only measure the performance of the Board, but to let all the owners know what will be addressed, both short term and long-term. The overall goal should always be to enhance property values of the community and individual homes.

In the short term, I believe we need to invest in common area landscaping, particularly in the cul de sacs, to make Vizcaya Falls look more presentable.

Christopher (Chris) J Cichorek – I moved to Vizcaya Falls in 2021, along with my wife, Valencia, and two cats from New York. My son and daughter live in Wisconsin and New Jersey, respectively, and visit often.
Shortly after moving to VF, I immediately became involved in the community, where I organized a group of concerned owners as the Transition Committee in the fall of 2021. This committee served an extremely useful and key role in our community by preparing to have the community managed by the homeowners from Kolter Homes. We were able to achieve positive operational changes in the community, and some repairs were completed. We developed the initial list of Kolter’s maintenance deficiencies and construction omissions, which was delivered to Kolter prior to turnover and is now playing a key role as the basis of our 558 Claim against Kolter Homes
I served as the Vice President/Secretary on the initial Vizcaya Falls Board of Directors for 17 months. where I chaired the Legal, Engineering, and Reserve Funds Firm Search Committees, which have played vital roles in our transition to owner management. I worked with our Engineering Firm to complete a study of our property, which has become vital in our 558 claims against Kolter. I also served as the Board liaison for the Architectural Review Committee, which formulated community standards. During my tenure, I was a vocal proponent for Board transparency and fiscal responsibility, making sure that ALL expenditures be brought before the membership. I have completed the state-required HOA and Condominiums Board of Directors certificate along with other HOA/Property Management and Board of Directors accredited courses covering HOA management, contract administration, records management, vendor management, budgeting, by-laws and governing documents, and community transition. I am currently serving the community on the Architectural Review Committee.
I have spent my entire professional 40+ career in IT in leadership positions, working for major financial firms, managing multi-million-dollar projects and contract vendors, most recently as a Managing Director at Bank of New York. While I recently retired, I started my own IT consulting firm at the beginning of this year. I have developed Request for Proposals (RFP) to outside contractors and vendors and negotiated deals for products and services to satisfy the needs of projects Vendor management and quality, and cost control are part of my everyday work-life. I am a nine-time winner of the company’s “Best in Class Award,” recognizing innovative solutions, budget management, and project leadership skills within IT. I hold a Master of Science in Information Technology Management, along with several professional certifications. Before moving to Florida, I was a professional musician touring bars and nights clubs on weekends throughout New York, New Jersey, and Connecticut.
I have a long, successful history of working with nonprofit and not-for-profit organizations at officer-level positions by increasing revenues and effective expense management. I was elected the youngest president of a Condo HOA in Rockland County, NY, where I collaborated with owners in the transition from developer to owner-led management. Currently, I am serving my third term as Chairman of the Board of Directors of the Sunrise Theatre Foundation, in Ft. Pierce, where we provide access to the performing arts to children and young adults of the Treasure Coast.
I am well prepared to step into a board seat and effectively collaborate with other board members and owners. I have served the community longer than any other candidate. I have remained an active, engaged owner by attending meetings, being fluent in community issues, and participating in Clean-up and Holiday Committees, along with the Architectural Review Committee
I look forward to helping protect homeowner value in the biggest investment in their lives by making Vizcaya Falls the desirable community in PSL that it can be, while being fiscally responsible. Good morning, Vizcaya Falls. Looks like a picture-perfect weekend. The elections are only a few days away. And I hope you have given serious thoughts into completing your ballot/limited proxy. We need a minimum of 112 members to vote to reach quorum, and the vote tallies official. So please fill out your ballot/limited proxy and return it to the office Monday morning, or you may email this document to our property manager [email protected]

A word about proxies. You should NEVER sign a general proxy as one candidate is suggesting. Not only are you signing away your voting rights for any other matter that may present itself at the annual meeting, but more importantly, you are signing away your right to choose the candidate of your liking. You are giving that right to choose to someone else.

You don’t need to sign someone else’s proxy/ballot with candidates already decided and checked for you. There are two candidates passing out limited proxies with candidate names already checked, without the permission of the other candidates. That’s not right. You make those choices!

Attached to this post is the only proxy that matters. Why? Because it's blank. You choose who you would want to represent the community for the next year, not someone else. I would encourage you to print out this limited proxy/ballot with the candidates YOU choose, not someone else. Drop off this proxy to the office, email it to our property manager, or I can pick up your proxy for you and deliver it to the office on Monday. Just DM me.

Now, if I may present the reasons why I believe I should be your choice on your ballot. I am the only candidate who has been involved in organizing the community for the past nearly 3 years starting with the Transition Committee. I am fully committed. My past accomplishments here at Vizcaya Falls include heading the initiatives to secure a law firm, management company, lake management contractor, reserve specialist and engineering firm top help with our 558 claim. As a result, we have finally started funding a much needed reserve fund for future repairs and replacement. I am also the Board liaison for both the Architectural Review Committee and the Fines Committee. I am currently engaged in negotiating a settlement with the city in resolving the missing trees that the developer was supposed to plant. In relation to this effort, I am currently leading the effort to hiring a landscape architect to work with us to finalize the plan and complete a settlement with the city.

I was the voice of reason during the first 10 months on the board of directors, and promoted transparency, ensuring every expenditure was voted on by the board in public meetings. I was also the one board member asking the tough questions on the issues that faced our community to make sure we look at all alternatives to any problem that needed attention. I was also able to finally get the financial audits for 2022, both our own and from the developer. These are under review by the board, and our attorney and will be shared with the community shortly. While more work is needed to get the remaining turnover documents, I have made progress in that regard as well.

Where should we be going? I believe the first priority should be to review the budget that was approved. It’s not right. We know there are mistakes and omissions that need to be corrected. Moving forward we need to be more fiscally responsible than we have been in the past. Expenditures, especially those that are unplanned, need to be accounted for accurately. The budget process needs to begin in July, not the last week of November and rushed through. We need input from the community through the participation in the Finance Committee.

Secondly, we need to hit the reset button with our management firm. While they are working on restoring the operational functions that they we not permitted to perform, I believe we need to look at how First Service is staffed and make adjustments accordingly.

We need to complete the leasing/financing or the security system that we contracted for to make our community safer. We need to complete and publish the long-awaited Rules and Regulations and ARB books that have sat dormant for way too long. We need to run this Association more like a business, starting with formulating goals and objectives to reach every year. This will be the one way that we can measure the effectiveness of our operation and the effectiveness of the Board. Lastly, we need to engage the membership more. We need help on various committees and collaborate to solve problems and plan for the future. WE need diverse voices in order to do that.

Most importantly, we need to function as a Board which listens to and COMMUNICATES with members and each other, and collaborates efficiently.

If you like what I just stated, please include my name on the ballot/proxy. I will commit to every member that you’ll have my full attention in reaching the goals and objectives the new board sets out, and I hope every member will participate with the new Board in reaching our goals: protect the value of each homeowner, and make Vizcaya Falls the desirable place to live as it should be.

Good morning .

By now, you should have received your second notice for the annual meeting and elections for Vizcaya Falls to be held on Thursday, April 4th at 6PM. Please review the enclosed material carefully since the procedures are slightly different than last year. If you did not get this notice yet, I have attached it to this post. Copies of the candidate bios can be retrieved at the clubhouse. If you need further assistance filling out the proxy, please reach out to our property manager or board member. Return your proxy to the clubhouse in person. It is suggested to avoid mailing this to avoid the risk of not arriving on time.

It is extremely important that everyone submit their limited proxy/ballots to the office before April 3. You may also email you document to our property manager, Jessica Rivera ([email protected]). We need 172 members to reach the quorum and participate in the election. Please spread the word.

I would also like to point out that if someone asks you to sign a general proxy for the election, you should decline that request. That would allow the holder of the proxy to represent you on any matter over and above the upcoming election. The best course is to complete the limited proxy yourself, and deliver it to the office. Your voice matters.

And finally, I’m hoping that you will vote for me to return to the board. I’ve been involved in the community for the past 2 and ½ years, and have accomplished quite a bit of good. I hope you can see that value that I bring. There are also several great candidates that will make this board effective and bring positive change to Vizcaya Falls.

I moved to Vizcaya Falls in 2021, along with my wife Valencia and two cats. A son and daughter live in Wisconsin and New Jersey respectively and visit often.

We decided to move to Port St Lucie after spending many years visiting Val’s father who moved to PSL 15 years ago and attending Spring Training games for the New York Mets. We chose Vizcaya Falls over other communities in the PSL area due to the beautiful layout, the quality of the amenities, and overall value. Vizcaya Falls provided a multi-generational, multi-cultural, friendly environment we were looking for: it checked al the boxes for us.

In October of 2022, I was elected to the Board of Directors and serve as Vice President/Secretary I chaired the Legal Search Committee, where we were able to select a law firm to guide us through the transition period and beyond. I have also chaired the Lake Management, Reserve Study and Engineering search committees. I am the Board Liaison for the Architectural Review, and the Fines Committees. Previously, I was a founding member of the Vizcaya Falls Transition Committee.

I am also the Chairman of the Sunrise Theatre Foundation in Ft Pierce helping to raise funds and to develop programs for the theater and live arts programs for children. This past year, we have enjoyed our most successful year ever. I also serve on the By-Laws, Governance, Nominating, and Event committees. I am also the Chief Technologist and webmaster for the organization. I represent the Foundation at the St Lucie County Chamber of Commerce, Ft Pierce Downtown Business Association, St Lucie Co.
