Raised in Las Cruces, New Mexico, Sergeant Christopher Wieland has dedicated much of his life to service. Before joining the Pine Bluff Police Department, he proudly served six years in the U.S. Air Force and later committed over 16 years to the Arkansas Army National Guard before retiring.

Throughout his time with PBPD, Sgt. Wieland has worked in Traffic, the Detective Division, and Patrol, where he currently leads as a sergeant on the graveyard shift. Sgt. Wieland has a true heart for service. He's known for being a hard worker and the first to volunteer when help is needed. When he's not serving the community he's being a service to his fellow officers by providing emotional support and assistance in the officer peer support group. He’s made a lasting impact in our community and department and we’re proud to have him a part of our team!

Deputy Chief Billy Elliott was born and raised in Pine Bluff, AR, and graduated from Dollarway High School. D.C. Elliott's first position with the department was as a patrol officer, answering general calls for service. Shortly after becoming a patrol officer, he took on the role of Field Training Officer. Working his way up the ranks, in 1988, he transferred to the Vice, Intelligence, and Narcotics Division as a detective. He was promoted to sergeant in the VICE division, where he oversaw the day-to-day operations of the Tri-County Drug Task Force. After serving as a sergeant in the Vice Division, he was promoted to lieutenant. He became a captain in 2011 and was assigned to Patrol as the Division Commander. In 2016, he was promoted to his current position as Deputy Chief of the
Investigation Division.

Throughout his career with the department, he has served in every division available. When speaking with D.C. Elliott, one of his most notable accomplishments is graduating from the prestigious Northwestern University Center for Public Safety in March of 2004.

Beyond the badge, Deputy Chief Elliott is the kind of person who never hesitates to lend a helping hand—literally and figuratively. Known around the department as “Mr. Fix it and Build it,” if something needs fixing or renovating, he is the person for the job. More importantly, if someone needs guidance, he is there with wisdom, honesty, and a listening ear. A true mentor at heart, Deputy Chief Elliott leads not just with authority but with humility and care. His legacy isn’t solely in the titles he’s earned—it’s in the people he’s helped shape along the way.

Your extensive experience across various divisions, including Patrol, Tri-County Drug Task Force, VICE, Office of Professional Standards, and the Service Division, has equipped you with a comprehensive understanding of our department’s operations. Your leadership in supervising the Public Relations/Community Oriented Policing and Service Division, as well as coordinating the Group Violence Intervention Program, has significantly contributed to fostering trust and collaboration between the department and the community we serve.

Officer Palmer began her career with the department in 2020 as a Crime Scene Technician. In 2023, she transitioned to a Patrol Officer, bringing her experience and passion for serving into a new role.

“The best part of being an officer is the ability to make a direct difference in people's lives. Whether providing immediate assistance during a crisis or playing a role in creating a safer environment for families. I find great fulfillment in knowing my presence matters. There is no greater satisfaction than being able to walk through the streets of my community, knowing that I contribute to a sense of security and trust among the people we serve.

As I continue to grow in my role, I aim to be an advocate for those who feel voiceless, using my position not only to enforce the law, but to educate and connect with the people I serve. Being an officer isn’t just about the badge it’s about fostering relationships, being a pillar of support, and making sure that justice is accessible to all.”

This is the official statement from the Pine Bluff Fraternal Order of Police Regarding the Termination of Chief Denise Richardson on March 24, 2025

As President of the Pine Bluff Fraternal Order of Police, I want to begin by acknowledging our continued respect for Mayor Vivian Flowers and the significant responsibilities that come with leading our city. That said, we respectfully but firmly disagree with her decision to terminate Chief of Police Denise Richardson, who was appointed on July 20, 2022, and served until her dismissal on March 24, 2025.

Chief Richardson’s leadership marked a transformative era for the Pine Bluff Police Department. In less than three years, she brought about historic changes that improved public safety, officer morale, and community trust. Under her leadership:
• Overall crime was reduced by 11% through renewed focus on community policing and internal strategic initiatives.
• The department achieved State Accreditation for the first time in its history, dating back to 1839.
• She implemented a take-home car policy, wellness programs, and peer support initiatives aimed at improving officer retention, morale, and mental health.
• Shift scheduling was restructured to improve officer work-life balance and maximize coverage during high-crime hours.
• Chief Richardson secured lateral pay ordinances to attract certified officers and spearheaded complete policy revisions with new training and accreditation systems.
• She led the launch of the Real Time Crime Center, a major initiative designed to revolutionize real-time response and data-driven policing in Pine Bluff.
• Public communication and transparency were prioritized through a new interactive website and revamped social media presence.
• She directed the successful re-entry of the PBPD Vice Unit into the Tri-County Drug Task Force, enhancing regional collaboration.
• Under her command, the department introduced modern tech tools like IAPRO BLUE TEAM for accountability, e-Cite/e-Crash systems, new drones, upgraded patrol bikes, and more.
• She introduced new grooming standards, upgraded uniforms, and led impactful community programs such as Shop with a Cop and the re-launch of Bike Patrol.
• Chief Richardson was recognized nationally and locally for her service, including the 2022 NAWLEE Rising Star Award, 2023 Pine Bluff Chamber Woman in Public Service Award, and 2024 Urbane Magazine Women of Worth in Public Service Award.

These achievements are only part of what she brought to our department and our community. Her vision and drive left Pine Bluff’s law enforcement infrastructure stronger, more accountable, and more connected to the citizens we serve.

The Pine Bluff Fraternal Order of Police stands fully behind Chief Richardson. We remain proud of the work accomplished under her leadership and will continue to advocate for integrity, transparency, and progress within our department.
