For most families, getting ready for school means finding shoes and packing a backpack. For Ian’s family, everyday life also includes a catheter, medications, G-tube care, medical equipment, and the nursing support he needs to safely participate.

Medicaid helps make those supports possible, but the Otbot family still has to advocate and appeal for the needed nursing hours and equipment. Their story is a reminder that “approved” does not always mean families automatically receive everything their child needs.

Imagine finally getting your child approved for home nursing, behavioral support, an aide, or waiver services and then watching the care your child and family rely on for health and wellness become a target of federal fraud scrutiny.

Fraud should absolutely be found and stopped, but Pennsylvania families of children with developmental disabilities using approved, medically necessary services should not be viewed as suspicious simply because care happens at home or involves family caregivers. Mischaracterizing home-based services and family caregiving as fraud is not only cruel --it can create real consequences when families already struggle to find providers, navigate approvals, and make ends meet.
