During the month of February 2026, the Bay County Branch National Association for the Advancement of Colored People (NAACP) will join members of our community in recognizing the 100th anniversary of Black History Month. The branch will begin this centennial celebration on Monday February 9, 2026, at 4:00PM, at Panama City Hall, 501 Harrison Avenue, in the rotunda. The National Theme for Black History Month Celebration 2026 is “A Century of Black History Commemorations”
This year’s Black History Month Proclamation Celebration program will begin with the reading and presentation of the proclamation by the honorable Janice Lucas, Panama City Commissioner of Ward 2. The keynote speaker for the celebration will be Dr. Timothy L. Beard of Tallahassee, Florida. Dr. Beard is a retired educator. He served for 17 years as the president of Pasco-Hernando State College in New Port Richey, FL. He recently served for one year as the interim president of the Florida A. & M. University. Dr. Beard received the Diamond Award for lifetime achievement in higher education leadership in 2025. The program will also feature music, dance, poetry and historical reflections.
Acknowledging the historical contributions of African Americans during the month of February originated with the launching of Negro History Week in 1926 by the Harvard trained Black historian Dr. Carter Godwin Woodson. Woodson was passionate about Black history and stressed the importance of teaching it to Black children (and all children for that matter.) In 1976 President Gerald R. Ford decided to expand the Negro History Week to encompass the entire month of February. The expansion was made at the nation’s Bicentennial Celebration. He felt that the nation needed to seize the opportunity to honor the too-often neglected accomplishments of Black Americans in every area of endeavor throughout our history. Since then, every U. S. president has issued Black History Month Proclamations.
