The BOC has played a central leadership role in launching, financing and advancing this initiative, working closely with consultants, AT Alliance partners and state regulators to move it from concept to action.

This kind of progress takes coordination, persistence and shared vision—and we’re committed to continuing that work as more states move toward adoption.
