LITHIA — 380-Home Plan Rejected by Planning Commission (CPA 26-05)
Last night, the Hillsborough County Planning Commission voted 4–3 to find HC/CPA 26-05 inconsistent — pushing back on a plan to expand the Urban Service Area off Dorman Road.
County staff supported it. The board didn’t.
What was proposed
📍 ~190 acres between Lithia Pinecrest & Dorman
🏘️ Up to 380 single-family homes
📉 Current zoning: AR (1 home per 5 acres)
📈 Proposed: RES-2 (major density increase)
Infrastructure reality
💧 ~114,000 gallons/day water
🚽 ~76,000 gallons/day sewer
🏗️ Developer says infrastructure handled via agreements + impact fees
Why it got blocked (for now)
Residents packed the meeting
Traffic already overwhelmed
Schools + infrastructure lagging
Flooding + emergency response concerns
And this line mattered most from commissioners: 👉 Expanding the USA doesn’t mean the money exists today to support it
What this actually means...This is NOT a denial.
The Planning Commission is advisory only — this moves to the BOCC next.
👉 Expect this to come back
👉 Expect a much bigger fight
Bottom line: This is the same pressure point we keep seeing:
Residents want infrastructure first
Developers point to long-term growth demand
The County is stuck in the middle
And CPA 26-05 just became the latest flashpoint in Lithia.
