POV: You're reading the 1988 Annual Report

Flipping through the pages of our 1988 Annual Report brings back incredible memories, from the Information Center of Hampton Roads supporting over 21,000 individuals to managing Navy Family Services Centers that helped more than 10,000 people monthly. This milestone year also marked a major generational shift as our longtime leader Connie Laws retired after 47 years of dedicated service, handing the reins over to incoming Executive Director Jean Bruce.

Looking back at how we tracked community growth, launched the Teen Health Education Center, and crossed the monumental milestone of serving over one million people over the decades reminds us of the enduring power of human services planning and development.

Here’s to honoring our roots while continuing to build a stronger community every single day!

Every legacy starts with a simple realization: there is a need, and someone has to meet it.

For this , we are taking a look back at how The Planning Council came to be.

Back in 1941, as World War II brought a rapid influx of service members and families to Norfolk, VA, our community faced a critical shortage of housing and childcare resources. Local leaders stepped up to form the Norfolk Council of Social Agencies, creating the spark that ignited 85 years of dedicated community impact.

From founding the Foodbank of Southeastern Virginia in the 80s to managing our Military Family Respite Care and Homeless Management Information Systems today, our core mission has never changed: identify community needs, connect people to solutions, and improve lives đź’™

To truly meet people where they are, you have to know how to navigate the unexpected together.

In respite care, every day brings unique needs, complex situations, and moments that require deep empathy, seamless communication, and real-time problem-solving. That’s why moments like this matter so much.

For this , we're looking back to when our Respite Care Team took on the ultimate test of collaboration: surviving "The Titanic Room" escape challenge!

By stepping into spaces that required them to listen closely, trust one another, and adapt quickly, they strengthen the exact skills needed to support our families and community every day. Because when our team is aligned, our community is supported.

They work tirelessly to ensure our partners can support the most vulnerable members of our community navigate homelessness through Coordinated Entry. But they also compile the data so that our community can create long term solutions as we believe homelessness should be rare, brief, and non-recurring.
