US Congressional Friends of Ireland call on Chris Bryant to “cancel Orange Order parade”

On Thursday, a bipartisan group of United States Congresspeople sent a letter to the British Secretary of State for Northern Ireland Chris Bryant, warning him that, “Without decisive action, we risk reopening one of the most painful chapters of Northern Ireland’s history and undermining nearly three decades of peace, stability, and reconciliation made possible by the Good Friday Agreement.”

The Congressional Friends of Ireland Caucus, a bipartisan group co-chaired by Democrat Richard Neal from Massachusetts and Republican Mike Kelly from Pennsylvania sent the letter this morning. It continued, “we respectfully urge you to put a stop to this march. Failing to intervene and allowing this contentious parade to move forward would risk undermining the progress that has been painstakingly built over the past three decades. As a guarantor of the Good Friday Agreement, the United States has a vested interest in seeing the principles embodied in the accord upheld, ensuring the gains we have achieved can be enjoyed for generations to come.”

28 Years Ago Today: Legal Representative for Garvaghy Road Residents’ Coalition Rosemary Nelson Testified Before U.S. Congress

On September 29, 1998, Human Rights Lawyer Rosemary Nelson testified before the Subcommittee on International Operations and Human Rights of the Committee on International Relations of the US House of Representatives.

In her testimony, which was broadly focused on the “United Nations Special Rapporteur on the Mission of the United Nations Special Rapporteur on the Independence of Judges and Lawyers”, Rosemary Nelson said, “This behavior on the part of RUC officers has worsened over the past 3 years and, most particularly, since I began to represent the residents of the Garvaghy Road area in Portadown.

“These people objected to an Orange Order march passing through their area from the Drumcree Church. Last year I was present on the Garvaghy Road when the parade was forced through. I had been present on the road for a number of days because I had instructions from my clients to apply for emergency judicial review of any decision allowing the parade to pass through this area. When the police began to move into the area in force, in the early hours of July 5, 1997, I approached police lines, identified myself as the lawyer representing the residents. I asked to speak to the officer in charge. At that point I was physically assaulted by a number of RUC officers and subjected to sectarian verbal abuse. I sustained bruising on my arm and shoulder. The officers responsible were not wearing any identification numbers, and when I asked for their names, I was told to “F**k off.” I complained about the assault and abuse, but to date there’s been no satisfactory response from the RUC.

“Since then my clients have reported a number of incidents-one of being abused by police officers, including several death threats against myself or my family. I have three young children at home and, obviously, that’s cause for some great concern. I’ve also received threatening letters and telephone calls. And although I’ve tried to ignore these threats, inevitably, I have to take account of the possible consequences to my family and also for the staff that I have in the office.”

Friends of Sinn Féin Executive Director, Greg O’Loughlin was working in the Friends of Sinn Féin office in Washington, DC at the time and attended the hearings.

In an article he wrote for An Phoblacht at that moment, he said, “The testimony of Rosemary Nelson, a solicitor who practices in Lurgan, made a particularly strong impression on the Committee Members. She gave a chilling account of her experiences of harassment by the RUC. She described death threats, verbal abuse, and even an account of physical abuse that she received while representing the Garvahy Road residents. She stated that although complaints against the RUC are supervised by the Independent Commission for Police Complaints, the complaints themselves are investigated by RUC officers.” Chairman Gilman responded by saying that it sounded to him like sending a fox in to guard the chickens.”

Rosemary Nelson was murdered five months and 15 days after her testimony, killed by a car-bomb that had been placed under her car at her home.

Turning Words into Action - A letter from Ireland

a Chara,

This week, the Ancient Order of Hibernians placed an ad in the Irish Echo newspaper, urging President Trump to turn his common-sense words on Irish Unity into policy.

This was a timely and welcome intervention. Irish Unity makes sense; partition never did. It’s that simple. History has demonstrated the partition has failed. It undermined the North’s economy, impoverished the people, and led to decades of conflict. The pro-British unionist majority, the political cover for partition, is gone.

Those opposed to Unity now hide behind “now is not the time”, or that it will be too costly or complicated to undo a century of partition. We are in the Orwellian world in which preparing for Unity is called “divisive”. There is no pro-partition campaign because there is no basis for one beyond “let’s keep things as they are, and this is as good as it gets.”

I do not doubt that President Trump’s words on Unity are one part common sense, one part listening to Irish America, and one part not being beholden to the British.

Over the past number of years, the bipartisan Friends of Ireland Caucus on Capitol Hill has sought to protect and fully implement the Good Friday Agreement. All administrations from President Clinton onward have held the same position, with varying degrees of engagement.

Irish America has driven these changes. President Trump’s words offer a new opportunity to ensure the full implementation of the Agreement with the right to national self-determination at its core. The incoming Congress and the White House should join Irish America in seizing this historic opportunity to allow the people of Ireland to determine their future.

That is why the AOH’s intervention is so welcome. Irish America can shape the positions of Congress and the White House. Your voice matters.

To move from words to action, the key will be for the US to continue its role as guarantor of the Agreement, including insisting that the right to self-determination be exercised. There is no legal impediment to the government’s planning, preparing and setting a timetable for referendums.

The US also has a role in ensuring that the British Government honours its obligation to be “rigorously impartial.”

Previous Administrations have appointed Special Economic envoys; this time, given the President’s remarks, it may be more appropriate to appoint an envoy with a mandate to ensure full implementation of the Agreement, including referendums.

In the early days of the peace process, US agencies hosted economic discussions on the investment potential of peace. They could do the same to examine the economic potential of a united Ireland.

All of these initiatives and others are possible and needed. Yet again, Irish Americans can deliver. Your voice has been heard on Capitol Hill, in the White House, and across State Assemblies.

We are now in the final quarter, and the ball is in your court. Let’s get Unity over the line. This weeks newsletter offers many opportunities to stay engaged, get informed, and get active. Together we can build a new and united Ireland.

Have a great weekend and thank you for all of your support.

Is mise,

Ciarán

US Congressman Richard Neal responds to the Parades Commission ruling, "As the Co-Chair of the Friends of Ireland Caucus for the U.S. House Representatives, I urge the British Secretary of State Bryant to weigh in on this consequential moment on the island of Ireland.

28 years after the historic Good Friday Agreement, allowing this contentious parade to proceed would represent a marked step backward. It is within the Secretary of State’s remit to use his office to preserve the peace and stability that has been painstakingly built for the past three decades, and to prevent a return to the divisions of the past.

Failing to do so would be a disservice to the next generation, who seek peace, prosperity, and a shared future."

Sinn Féin stands in solidarity with the residents of the Garvaghy Road

Sinn Féin leader Mary Lou McDonald said “This is an utterly reckless decision from the Parades Commission. The disregard for the community on the Garvaghy Road is shocking. They have the right to live free from sectarian harassment. We stand in solidarity with them.”

Ms. McDonald said, “This is a reckless decision from the Parades Commission. The disregard for the community on the Garvaghy Road is shocking and is impossible to understand.

“All sense of responsibility has gone out the window and this represents a fundamental assault on the Good Friday Agreement.

“The community on the Garvaghy Road has the right to live free from sectarian harassment and hatred.

“They have to right to live and raise their families in peace, as they have done for the last twenty eight years. There is no going back. The forces of the past cannot undermine the progress which was so hard won or stop progress for the future.

“The residents of the Garvaghy Road oppose this reckless decision and Sinn Féin stands in solidarity with them.

“We have spoken to the Chief Constable and made plain the serious implications of this decision for communities across the north.

“We have spoken with the British Secretary of State and with the Taoiseach and Tanáiste. The Irish government must stand in support of the Garvaghy residents and their obligation under the Good Friday Agreement to ensure this community can live free from sectarian harassment.

“There is a court process this evening. But of course the British Secretary of State has the power to revoke this determination. That is what he must do if necessary.”
