And he believes in the industry so much that he’s dedicated most of his professional career to advocating for its stakeholders, working closely with elected officials and government agency leaders to reduce bureaucratic red tape and increase business opportunities for thousands of licensed professionals and their employees.

As you may know, the recent outbreak of Legionnaire's Disease across Central Harlem has led to the deaths of at least 3 New Yorkers, the hospitalization of more than 20 people—among the 60 people with confirmed cases—illustrating the impact of failing to properly maintain plumbing systems.

Our Executive Director April McIver spoke to CBS News yesterday to outline the serious dangers of improper maintenance, as well as the need for new legislation that requires regular testing, inspections, and treatment at large buildings citywide.

The Plumbing Foundation City of New York has worked closely with the City Council to propose new legislation, Int 0434-2024, that calls for comprehensive building water management programs in large, multi-unit buildings, buildings with a water device and buildings which primarily house people older than 65.

Today, no such requirement exists (other than for cooling towers and medical facilities regulated by the state)—and these tragic incidents serve as another wake-up call for New Yorkers. This bill requires system maintenance, inspections and testing, as well as cleaning protocols, transparency, record keeping, and reporting. All such requirements would be enforced by the City’s Health Department, and failing to comply would result in penalties issued to property owners.

For Louis J. Buttermark, plumbing is a family affair.

His father, Louis L., was a Master Plumber who started his own company in 1961, and his mother, Mary, the daughter and granddaughter of plumbing contractors, worked with her husband in the family’s Staten Island office. His two brothers, Paul and David, are Master Plumbers as well, and today, they serve as Vice Presidents at the firm, which has been operating successfully for more than 63 years. Lou currently serves as Vice Chair of the Board of Directors of the Plumbing Foundation, City of New York.

“Plumbing has been a way of life for my family for four generations, and I am proud to support the industry and my fellow contractors in any way I can,” he said.
