Today marks an important milestone for Osborne and for New York City as we break ground on Chelsea Beacon, the transformation of the former Bayview Correctional Facility in Manhattan.

The $167 million redevelopment will create up to 131 permanently affordable homes, including at least 79 supportive housing units, as well as community space and a short-term transitional residence.

For Osborne, Chelsea Beacon represents something even larger: the opportunity to transform a place once associated with incarceration into a place of hope, stability and possibility.
Osborne will provide comprehensive reentry services so people returning from incarceration stabilize their lives, build skills and move toward successful futures.

We are grateful to Governor Kathy Hochul, New York State Homes & Community Renewal, Empire State Development, Manhattan Community Board 4, Camber Property Group the many government, community and development partners who have worked to make Chelsea Beacon possible.

We look forward to the day soon when its doors open and this historic building begins its next chapter as a haven and a hub for the Chelsea community.

Coming home should mean having a place to call home.

The New York Times just shared the story of Chelsea Beacon, the transformation of Manhattan’s former Bayview Correctional Facility into permanently affordable housing, supportive services and community space.

Osborne’s connection to this building began long before its redevelopment. We provided services to women incarcerated at Bayview when it was still a prison. Now, we are partnering with Camber Property Group to help give this building a very different future.

Osborne will provide comprehensive reentry services to help residents establish stability, build skills and move forward with support. For us, this project is about more than changing a building. It is about creating a place where people can build their futures.

We're excited to share that the New York State LGBT Health & Human Services Network (“The Network”), has expanded! Osborne s a proud member of The Network, a coalition of over 60 LGBTQ+ organizations located across New York State. While services and support for LGBTQIA+ folks across the country are shrinking and being defunded, we are expanding our reach and shared capacity. Providers across the state will be more interconnected, ensuring high-quality care is available for the LGBTQIA+ communities we serve across the state.

Blonca is a grandmother, caring for her three grandsons. She first got involved with Osborne to stay in touch with her incarcerated son. Now, she and her grandkids are part of our youth services programs, providing connections with other people experiencing the incarceration of a loved one, and giving the kids more opportunities for joy and bonding.

Do you want a career that allows you to give back to your community? Apply to become a peer mentor for our Elder Reentry Initiative, and support older adults who are transitioning from incarceration back into the community.

This is a full-time position using an evidence-based Critical Time Intervention (CTI) model to combat institutionalization and foster lasting reentry stability.

The city powers our work across generations—because at Osborne, we take a holistic approach to creating a more just criminal legal system.

This year, we received funds from New York City Council, including awards from Council Member Shekar Krishnan, Council Member Sandy Nurse, and Council Member Althea Stevens, which will support our programming for kids and their families impacted by incarceration, the Bronx Osborne Gun Accountability and Prevention (BOGAP) Program, the Fulton Community Reentry Center, which includes housing and workforce opportunities, and reentry initiatives for older adults.

Thank you to the city council for recognizing the impact of our programs!

Every kid deserves to be set up for success at the start of the school year. That's why we partnered with our Chief Program Officer, Michelle Howard's parish, St. James the Less Scarsdale last weekend to buy and fill 25 backpacks with all the school supplies the elementary students in our youth programs may need.
