Twenty years later, the world has changed.

Children face a different and increasingly complex landscape, shaped by conflict, displacement, the COVID-19 pandemic, climate change, food insecurity, economic shocks and a rapidly changing digital world.

Violence against children persists, while new and evolving forms of harm continue to emerge.

Children remain the first affected and the first victims.
The risks have changed.
And the response is changing with them.

Twenty years ago, the world came together around a landmark conviction.

In 2006, United Nations Study on Violence against Children was published, and it recognized that no violence against children is justifiable, and violence against children is preventable.

The study set out a roadmap for action and helped shape the global commitment to protect children from violence. Its recommendations also led to the creation of the mandate of the Special Representative of the Secretary-General on Violence against Children.

That conviction was later reflected in the Sustainable Development Goals, through our collective commitment to end all forms of violence against children by 2030.

During their meeting, Dr Najat Maalla M’jid, SRSG on Violence against Children, and H.E. Isabelle Rome, Ambassador at Large for Human Rights of France, discussed the importance of making investment in child protection and wellbeing a priority in the political agenda.

The discussion highlighted the role of multilateral cooperation and global partnerships, including the Pathfinding Global Alliance, in accelerating progress towards ending violence against children.

The Invisible Architecture: Building Safe Digital Systems for Children.

Following the policy and practice exchange on child safety online held in Ankara earlier this year, First Ladies, governments, and partners convened in New York under the leadership of H.E. Ermine Erdoğan of Türkiye, reaffirming the urgent need to advance international standards and strengthen shared responsibility for building digital systems that are safe, inclusive, and responsive to the rights and needs of children.

No single stakeholder can achieve this goal alone. Governments, international organizations, civil society, families, communities, and the private sector all have critical roles to play.

Equally important, children must be recognized as active partners in shaping digital solutions, not merely as beneficiaries of protection. Their voices, experiences, and perspectives are essential to creating a safer and more empowering digital environment for all.

During their meeting, Dr Najat Maalla M’jid, SRSG on Violence against Children, and Mr Darius Skusevičius, Political Director at the Ministry of Foreign Affairs of Lithuania, discussed opportunities to strengthen efforts to end violence against children, building on Lithuania’s strong support for the mandate and its commitment to advancing this priority through its upcoming Presidency of the Council of the European Union.

The discussion underscored the importance of exchanging experiences and strengthening peer-to-peer support to accelerate progress, particularly as we mark the 20th anniversary of the UN Study on Violence against Children.

During their meeting, Dr Najat Maalla M’jid, SRSG on Violence against Children, and Alain Berset, Secretary General of the Council of Europe discussed opportunities to strengthen cooperation with and among regional organizations, including through continued joint advocacy and engagement with Pathfinding countries, building on the strong existing partnership and the Council of Europe’s enhanced presence through its new office in New York to turn the tide on violence against children.

The meeting also highlighted the importance of sharing good practices and sustaining political commitment, investment and action to protect children from violence, while strengthening concrete multilateralism around children.
