Latest: CANY Updates Workers Compensation Dashboard

Workers’ Compensation for DOCCS Employees Jumped 20% in FY2026 amid Slight Decrease in Reported Incidents Filed Per Worker.

Newly released data show that in state fiscal year 2025-2026, the amount of workers’ compensation paid to DOCCS employees increased just over 20 percent and resulted in more than 93,000 lost work days, while individual facilities have seen as many as 85 incidents reported per 100 full-time equivalent workers.

Key Findings:

-In FY2026, DOCCS employees received more than $255 million in workers’ compensation, an increase of 20.2 percent from FY2025. The total average compensation per full-time equivalent increased 36.5 percent to $14,832.

-Together, these payouts resulted in 93,184 lost work days for DOCCS across the statewide system.

-The total number of incidents reported fell by about 12.4 percent; staffing levels decreased at a similar rate. The number of lost work days per full-time equivalent fell from 6.1 to 5.4

Through this program, selected community members will complete comprehensive training to join CANY staff on monitoring visits to prisons across the state and contribute directly to CANY's efforts to provide statewide transparency, conditions reporting, and accountability within the state's correctional system.

This week, CANY conducted a monitoring visit at Upstate Correctional Facility. Our staff and volunteers spoke with incarcerated individuals and facility staff, listened to their experiences, and identified areas for improving conditions and treatment. Our post-visit report will be available in the upcoming months.

CANY’s independent monitoring helps document conditions inside facilities, elevate concerns, and inform policymakers and the public about incarceration in New York.

Latest: CANY Publishes 2025 Data on Assaults, Contraband, and Other Incidents in New York State Prisons

Newly Published 2025 Data Reveals Decreases in Assaults and Contraband, Increases in Su***de Attempts and Hunger Strikes

Key Findings:

-A nine percent (9%) decrease in Unusual Incidents overall in 2025.

-A ten percent (10%) overall decrease in assaults, including a 15% decrease in assaults on security staff and an 11% decrease in assaults on incarcerated people. Assaults on civilian staff increased by 45%.

-Incidents involving contraband decreased overall by nine percent (9%), driven by a dip in contraband UIs in February 2025 and a 17% decrease in weapons contraband. Incidents involving electronics contraband increased by 71%.

-Reported Narcan use increased by 51% from 811 incidents in 2024 to 1,071 in 2025

-Documented hunger strikes increased by 140% in 2025, rising from 10 in 2024 to 24 in 2025.

-A 14% increase in su***de attempts in 2025.

In August, the CANY team conducted a monitoring visit at Coxsackie Correctional Facility, with Assemblymember Michaelle Solages, Assemblymember Erik Martin Dilan, and staff of the New York State Assembly. During this visit, CANY engaged with incarcerated individuals and facility staff, listened to their experiences, and identified areas for improving conditions and treatment. Latest report: CANY Releases Post-Visit Briefing on Riverview Correctional Facility

Report Cites Exceptionally High Rates of Reported Access to Programs Alongside Serious Concerns about Fairness and Staff Conduct

Key Findings:

-Reports of abuse and racialized abuse at Riverview were the second highest of all medium-security facilities recently visited by CANY. 70% of individuals reported seeing or experiencing abuse by facility staff and 56% reported seeing or experiencing racialized abuse by staff at the facility.

-80% of interviewees reported access to the academic and vocational programs they needed.

-Riverview had the lowest rate of respondents who described the grievance system as fair when compared to other recently monitored medium-security facilities.

New: CANY Releases Systemwide Report on Conditions Across New York State Prisons

The Correctional Association of New York (CANY) today released the findings of a survey of incarcerated individuals in state prison, conducted between July and September 2025. Nearly 6,000 survey respondents rate living conditions across facilities, including healthcare, safety, food and access to programs

Key Findings:

-Background: 64% of respondents reported being victims of crime prior to incarceration; 51% reported being incarcerated before the age of 18.

-Healthcare: 43% of respondents expressed satisfaction with the medical care received after their last sick call request, and 37% considered the quality of mental healthcare adequate.

-Programs: Across all facilities, 58% of respondents rated their academic program quality as a 6 or higher (out of 10). Similarly, 58% rated vocational programs a 6 or higher.

-Safety & Violence: 34% of respondents reported experiencing physical abuse by staff, while 61% had witnessed it.

-Living Conditions: 69% raised health and safety concerns regarding disrepair in their facility, and 80% reported that their living area was excessively hot.

-Top Concerns of Incarcerated Individuals: Food quality was the most frequently cited issue impacting daily experience (41.7%), followed by programs and employment (35.3%), general medical care (33.2%), commissary (32%), and mail/packages (30.3%).

NEW: CANY Releases Updated Data on Incarcerated Population, Deaths in Custody, Self-Harm, Mental Health Caseloads, and Staffing Levels

Key Findings:

- Mortality rates per 1,000 incarcerated individuals rose by nearly 100% from 2010 to 2025 (increasing from 2.06 to 3.95).
- Deaths in custody through July 2026 are trending 38% higher than the previous 5 year average.
- Su***de deaths fell significantly in 2025 following a peak in 2024.
-Staffing vacancy rates decreased slightly statewide, dropping from 26% to 25%.

New: CANY Releases Report Following Monitoring at Lakeview Correctional Facility

Monitoring Raises Concerns About Treatment from Staff, Excessive Physical Training, Medical and Dental Needs

Key findings include:

- Mistreatment by staff: 91% of interviewees report seeing or experiencing verbal, physical, or sexual abuse by staff and 76% of respondents reporting witnessing or experiencing racialized abuse by staff at the prison. Reports of abuse and discriminatory treatment by staff at Lakeview were the highest among all facilities recently visited by CANY.

-Excessive physical training: Incarcerated individuals reported excessive “physical training” exercises meted out as punishment for minor infractions. Individuals described being required to assume stress positions such as standing and drinking water without being permitted to use the toilet.

-Medical: Many respondents described unaddressed medical or dental needs and delays in being seen. Lakeview ranked the second lowest in reports of unaddressed medical or dental needs among recently visited facilities and 32 percentage points below the average across facilities visited between May 2024 and April 2025.
