Noise Study Public Information Meeting for the DeCubellis Road Phase II and III Widening and Intersection Improvements Project (Pasco County Project No. RSQ-KM-20-091).

Pasco County is planning roadway improvements that include widening DeCubellis Road and portions of Starkey Boulevard from two lanes to four lanes with a divided median. The project will also include installation of a multi-use trail, bike lanes, sidewalks, and operational and safety improvements at key intersections.

We believe the road widening plans include removing the three traffic signals from Starkey up to and including the River Ridge/Tall Pines intersection, leaving only the light at the school crossing just west of the Ridge Road/Decubellis intersection. Instead, we believe planners want to add roundabouts to those intersections. While the county is still working on plans I believe correspondence from as many residents as possible may help rethink the plans. I have composed a simple note below. If you do not support these changes I am asking you to let the design team know. If you like, please copy and paste this information below. To the Planners and Design Team for the Decubellis Road Project:

I am a resident living near Decubellis Road and have concerns regarding the road widening project. I believe any plans to remove traffic signals and install roundabouts will result in more problems for drivers and residents.

The traffic signal at Starkey is necessary for the current traffic and will be needed even more when road changes result in more traffic.

The temporary light at the entrances to Grace Wood and The Woods at Tall Pines have done a wonderful job cutting down on accidents and allowing residents to enter and exit their communities safely.

The signal at River Ridge/Tall Pines Blvd is needed for the fire station located just off Decubellis

Sherif presence does nothing to deter speeding or other violations as well as illegal truck traffic. Traffic signals stop traffic. Roundabouts merely challenge drivers,

I respectfully request you keep these traffic signals for the safety of all residents and anyone driving Decubellis Road.

We spoke briefly last week regarding a meeting being held for the citizens of the River Ridge community to ascertain issues experienced on Decubellis Road. You requested I email a list of problems discussed. The following represents the concerns raised at that meeting:

Speeding -
Cars exceeding 35 mph limit. Speeding makes it difficult for many citizens of the area to exit their subdivisions safely.
Cars seen exceeding 20 mph flashing light at Gracewood entrance. Very dangerous curve-cars coming off of Starkey ignore flashing light, making it nearly impossible to exit subdivision turning left.
Cars tailgateing- citizens who follow the speed limit are often tail gated.
Many road rage incidents reported. People following aggressively or honking at those following the speed limit.
Construction vehicles driving at dangerous speeds.
Cars racing to be in front when the road merges to one lane heading west from Town Center intersection

Passing-
Drivers passing or attempting to pass on this road when no passing is posted.

No through trucks-
Many construction vehicles using the road instead of SR 54 or Ridge rd.

Dangerous intersections
River Ridge road and Decubellis - a very wide intersection people pass cars on both sides in the intersection when cars turning into Tall Pines or onto River Ridge rd.
The right hand lane heading west is a right turn only. People use that lane as a passing lane.
Town Center and Deubellis -observed many running red light at this school crossing.

Several residents from The Woods came out to voice their frustration with trying to turn west out of their subdivision no matter what time of day, but most specifically in the morning and especially when school is in session. Citizens report waiting as long as 15 minutes for a break in traffic. Some have had to travel east to go west only to encounter the dangerous intersection at River Ridge road.

Many people voiced that traffic noise, never an issue in the past few years, has become a problem.

Also discussed was the concern over neighborhood children walking to the nearby schools with these dangers. There is also an immediate need for a school bus stop at The Woods for the upcoming school year.

River Ridge road speed limit is 30 mph many speeders on this road as well.

The Oaks at River Ridge has experienced an increase in traffic flow on Kirland since the Ridge Road extension was opened. The last neighborhood traffic study was performed 5 years ago and the data obtained is out dated. Our neighborhood has become a "short cut" for many. The 20 mph is not followed and we fear it's only a matter time before someone is hit by a speeding car.
