ARAKAN AMERICAN COMMUNITY (AAC)
STATEMENT REGARDING REPORTED AIRSTRIKE IN KYAUKTAW

September 28, 2026

The Arakan American Community (AAC) strongly condemns the reported airstrike on a civilian area in Kyauktaw, Arakan, on September 28, 2026.

According to information reported by the Arakan Army’s Information and Public Relations Office and local humanitarian sources, the airstrike reportedly killed at least 49 civilians and injured 58 others, including people in and around a civilian market area. The reported casualties may increase as rescue and recovery efforts continue.

AAC extends its deepest condolences to the families of those killed and wishes a speedy recovery to those injured.

We call upon the United Nations, IIMM, the United States Government, ASEAN, and the international community to urgently document and independently investigate this incident and other reported attacks against civilians in Arakan.

All parties to the conflict must respect international humanitarian law, particularly the principles of distinction, proportionality, and precaution, and must take all necessary measures to protect civilians and civilian objects.

AAC also urges the international community to provide urgent humanitarian and medical assistance to affected communities and to ensure safe and unhindered humanitarian access.

The people of Arakan must not be forgotten. Civilian lives must be protected, and credible evidence of violations must be preserved for accountability.

Renewed Call for International Attention, Documentation and Accountability for the 2017 Killing of Hindu Civilians in Kha Maung Seik, Northern Maungdaw

August 30, 2026

Dear United Nations Officials and Representatives,

The Arakan American Community (AAC) respectfully brings renewed international attention to the killing of Hindu civilians in the Kha Maung Seik area of northern Maungdaw on August 25, 2017.

As the ninth anniversary of these tragic events is commemorated, AAC urges the United Nations and relevant international human rights mechanisms not to allow the victims and their families to disappear from the international record.

The United Nations Independent International Fact-Finding Mission on Myanmar verified that a large number of Hindu victims were killed in Kha Maung Seik. Its findings also stated that the available information was insufficient at that time to conclusively determine the identity of the perpetrators. Separately, Amnesty International conducted extensive investigations and attributed the killings to members of the Arakan Rohingya Salvation Army (ARSA), documenting the deaths or disappearance of up to 99 Hindu men, women, and children.

In light of these findings, AAC respectfully calls upon the United Nations and relevant international mechanisms to:

1. Give renewed attention to the 2017 Kha Maung Seik Hindu killings;
2. Preserve and further examine all available evidence concerning the victims, survivors, perpetrators, and circumstances of the killings;
3. Support or facilitate credible, independent, and impartial investigation where evidence remains incomplete;
4. Ensure that victims and their families receive recognition, truth, justice, and appropriate remedies;
5. Ensure accountability for any individual or organization responsible for serious violations of international human rights and humanitarian law, regardless of ethnicity, religion, political affiliation, or organizational identity;
6. Ensure that crimes committed against Hindu civilians and other ethnic and religious minorities receive appropriate attention within international human rights and accountability mechanisms; and
7. Strengthen international efforts to prevent future attacks against civilians and religious minorities in Arakan.

AAC emphasizes that remembering the suffering of Hindu civilians does not diminish the suffering of any other community. Rather, equal recognition of victims of violence is essential to building a credible foundation for justice, reconciliation, and lasting peace.

We respectfully urge the United Nations and the international community to ensure that the victims of Kha Maung Seik are remembered, their stories preserved, and legitimate efforts toward truth and accountability are not abandoned.

Sincerely,

Arakan American Community (AAC)

Appeal to the Government of India to Support Justice and International Attention for the Hindu Victims of the 2017 Kha Maung Seik Massacre

August 30, 2026

To:
The Government of the Republic of India
Ministry of External Affairs
Government of India

Dear Honorable Representatives,

The Arakan American Community (AAC) respectfully appeals to the Government of India to recognize and support international efforts to preserve the memory of Hindu civilians who were killed in the Kha Maung Seik area of northern Maungdaw on August 25, 2017.

On the ninth anniversary of these tragic events, we remember the Hindu men, women, and children whose lives were lost and the families who continue to carry the consequences of this violence.

Independent investigations have documented the killing and disappearance of a large number of Hindu civilians in Kha Maung Seik. Amnesty International attributed these atrocities to members of the Arakan Rohingya Salvation Army (ARSA), while the United Nations Independent International Fact-Finding Mission verified the killings but stated that further investigation was necessary to conclusively establish responsibility.

AAC believes that the victims of these crimes deserve the same recognition, dignity, and attention afforded to victims of violence from every ethnic and religious community.

As a major regional power and a country with longstanding historical and cultural ties to the peoples of the Bay of Bengal and Arakan region, India can play a constructive role in supporting:

• the preservation of evidence and historical records concerning the Kha Maung Seik killings;

• credible and impartial investigations into crimes against Hindu civilians;

• accountability for perpetrators of serious violence against civilians;

• protection of Hindu and other religious and ethnic minorities in Arakan; and

• regional cooperation aimed at preventing extremist violence and protecting civilian populations.

AAC respectfully encourages the Government of India to raise the importance of these forgotten victims in appropriate international and regional forums and to support efforts that advance truth, justice, accountability, and reconciliation.

Remembering the victims of Kha Maung Seik should not be understood as an act against any ethnic or religious community. It is an appeal for equal recognition of human suffering and equal application of the principles of justice and human rights.

We respectfully request the Government of India to stand with the victims and families who continue to seek recognition and justice.

Sincerely,

Arakan American Community (AAC)

Statement on the May 13, 1942 Massacre of Arakan (Rakhine) Ethnic Civilians

Date: May 13, 2026

The Arakan American Community (AAC) solemnly commemorates May 13, 1942, as one of the darkest and most tragic days in the history of Arakan (Rakhine), during which tens of thousands of innocent Rakhine ethnic civilians were brutally massacred in organized attacks carried out by armed Bengali Muslim groups during the collapse of British colonial administration in Arakan.

Approximately 30,000 Rakhine ethnic civilians were massacred, r***d, mutilated and hundreds of women abducted in coordinated attacks carried out by armed Bengali Muslim groups during the collapse of British colonial rule in 1942. Historical records and testimonies further indicate that more than 230 indigenous Rakhine and ethnic villages were destroyed, depopulated, or forcibly occupied during the violence. Many of those ancestral villages were later transformed into Muslim settlements, while numerous original Rakhine villages have still not been fully rebuilt or restored to this day.

Historical accounts and testimonies describe how armed Bengali Muslim militias, extremist elements, and later Mujahid-related movements carried out widespread killings, village burnings, forced displacement, and acts of terror against indigenous Rakhine communities across northern Arakan. Entire Rakhine

villages were destroyed, countless civilians were murdered, and many survivors were forced to flee their ancestral homeland.

AAC strongly condemns the atrocities, ethnic violence, terrorism, and crimes against humanity committed against the Rakhine people during the 1942 massacres. We also condemn later extremist organizations and armed networks, including Mujahid insurgent movements and RSO-linked extremist activities, which
contributed to decades of instability, violence, fear, and communal destruction in Arakan.

We further recognize the historical responsibility of British colonial policies, including divide-and-rule strategies, demographic manipulation, and the arming of communal groups, which intensified ethnic conflict and contributed to the tragedy that unfolded in 1942.

AAC calls upon the international community, including the United Kingdom, historians, human rights organizations, and policymakers, to acknowledge these historical realities with fairness, balance, and
factual integrity. Selective narratives, historical denial, and politically motivated misinformation undermine justice and obstruct genuine reconciliation.

The suffering of the Rakhine people must not be ignored, erased, or misrepresented. True peace and reconciliation can only be achieved through historical truth, accountability, mutual respect, and recognition of the suffering endured by all innocent civilians.

AAC also rejects all forms of extremism, terrorism, hate propaganda, and violence targeting civilians regardless of ethnicity or religion. We support peaceful coexistence, reconstruction, and humanitarian assistance for all communities affected by conflict in Arakan.

Today, we honor the memory of the innocent victims who lost their lives during the May 13, 1942 massacres and reaffirm our commitment to justice, historical truth, human dignity, and the protection of indigenous peoples and their ancestral homeland.

Letter No. 001/2026 Date: April 5, 2026

Condemn the Myanmar’s Terrorist Military on Continued Killing of Civilians
& Denounce the Emergence of a New Terrorist Regime Led by War Criminal Min Aung Hlaing in Myanmar

On April 3, 2026, the newly formed so-called Pyidtaungsu Hluttaw - an illegitimate gathering of so-called members of parliament by a sham election in December 2025 through January 2026 - picked the war criminal, now the former Senior General Min Aung Hlaing of Myanmar’s terrorist military. It is no surprise that the new terrorist regime picked the war criminal Min Aung Hlaing as their new leader in Myanmar because the newly formed regime is just a continuation of the military junta that has been the killing and persecuting thousands of civilians with their henchman Tatmadaw or the terrorist Myanmar’s military.

On April 2, 2026, while the fake member of parliaments of the sham 2025 terrorist military sponsored election were choosing their new president or the terrorist chief, the newly promoted terrorist Myanmar’s military chief Senior General Ye Win Oo who just replaced war criminal Min Aung Hlaing did not even wait a week to bomb civilians in Arakan region.

On March 30, 2026, the war criminal Senior General Min Aung Hlaing transferred the very post to his henchman and loyalist Ye Min Oo as the head of Myanmar's military while he was stepping out of uniform to become the so-called President of Myanmar.

The newly appointed Myanmar commander-in-chief’s did not even wait a few days. On April 1, around 10 a.m. local time, Ye Min Oo ordered the bombing of civilians in an air raid that killed an entire family of four, including two children in Arakan region’s Thandwe Township according to the ethnic Arakan Army (AA). The attack also injured a 3-year-old girl and a 28-year-old woman from Kyeintali town in Gwa township, along with an 8-year-old girl from Thandwe Township.

The Arakan American Community commands the killing of civilians in our strongest term. We demand an end to all attacks on the civilian population in Arakan in Myanmar as a whole. We also reassure our commitment to seek justice for all victims and put accountable to those who have committed the heinous killing of civilians and war crimes in Arakan in Myanmar.

While, we understand some countries may choose to welcome the emergence of the newly formed regime let by the former Senior General, war criminal Min Aung Hlaing for their own benefit while ignoring the will and wellbeing of the people of Myanmar, the Arakan American Community denounce the sham election, the fake Pyidaungsu Hlauttaw (the fake parliament) and the illegitimate president Min Aung Hlaing.

The Arakan American Community reassures the support of Arakan people for their endeavour for freedom from the fascist terrorist Myanmar’s military regime. We also encourage ASEAN, United Nations and the international community to support the Arakan people and condemn the new terrorist Myanmar’s military regime led by Min Aung Hlaing.

Condemning the Myanmar’s Junta and the Terrorist Myanmar’s Military on Bombing the Mrauk-U City Hospital and Killing of Civilians

Date: December 11, 2025
Letter No.08/2025

The Arakan American Community (AAC) condemns the Myanmar’s Junta and the Terrorist Myanmar’s military in our strongest term for the heinous crime committed in Arakan Region. About 9:13 PM on December 10, 2025, the Myanmar’s junta and Min Aung Hlaing led Myanmar’s military launched an airstrike on the city’s hospital in Mrauk-U in Arakan Region. The terrorist Myanmar’s military warplane dropped five hundred pond bombs on Mrauk-U hospital brutally killing more than three dozen and seriously injuring scores of innocent civilians injuring the hospital’s patients, medical workers and civilians.

It is yet another act of heinous war crime and a terrorist act committed by Myanmar’s junta against the people of Arakan. The self-branded, the Security and Peace Commission or Myanmar’ junta is nothing but a terrorist organization committing repeated war crimes and the crime against humanity. We condemn the Myanmar’s junta and Myanmar’s terrorist military for the war crime of bombing the city’s hospital in Mrauk-U and all the crimes of bombings civilians in Arakan and across Myanmar. The Arakan American Community calls for the followings:

• Myanmar’s junta must stop all the bombings, killings of civilians and war crimes in Arakan and withdraw all its remaining forces from Arakan region.
• Myanmar’s junta must immediately handover the Arakan region to the people of Arakan.
• We urge the United Nations and the international criminal court to form an investigative mechanism and make the illegal Myanmar’s junta accountable for all the war crimes.
• We urge the international community to support freedom of Arakan and the people of Arakan from Myanmar’s military.
• Most importantly, we urge the international community to support the freedom of people of Myanmar from the most evil terrorist military junta in Myanmar.
