Columbia River Spring Chinook Management:
Director Colbert wanted 80/20 split, but Washington would not move off its 70/30 split. As a result, 10% will again go unallocated this year. The states did agree to move 5% of the recreational allocation above Bonneville Dam – 3% in the Zone 6 fishery and 2% in the Snake.

Dam counts are low for spring Chinook and the summer Chinook forecast is also down. The troll fishery has caught 13,000 offshore so far.

CCA Oregon will continue to push for compliance with Washington with the goal of 80/20 split.

North of Falcon Recap: Pacific Fisheries Management Council (PFMC) approved a good Oregon ocean season for Chinook and coho. ODFW was a good advocate for Chinook fishery. 37,000 Chinook quota for trollers. Puget Sound a disaster cut by 50-60%. Columbia River fall fisheries will be similar to 2025.

PMFC Oregon At Large Seat: Governor Kotek’s recommendation letter to NOAA has gone out. She ranks Jeff Lackey #1 Steve Smith #2 and Walter Chuck #3. We have sent a letter of support for Steve Smith signed on by several other groups. There is no recreational angler on the PMFC currently; Steve Smith would change that if appointed.

Pacific Salmon Treaty Update: The PST expires in 2027. Our hope would be to bring attention to the inequity, lack of conservation and need for harvest reduction by Alaska and Canada. US delegation meets in August. CCA Oregon plans to raise visibility of the issues and have the Commission or ODFW send a letter to the treaty delegation.

ODFW Budget Formulation: We are in the final year of the current budget. ODFW is having meetings regarding the next budget. No license fee increases suggested. Governor approval is needed. This past year we got $20 million approved for hatcheries but are expecting $40 million this cycle to address the backlog.

Initiative Petion 28: They have gathered 100,000 signatures need 117,000 by July 2nd. It will make the ballot but not likely to pass. Polling shows it is overwhelming opposed. Assuming this makes the ballot, CCA Oregon will come out with strong language opposing IP28.

Tillamook Chapter of CCA Oregon will be holding its monthly meeting this Thursday May 21st at 6:30 PM at the ODFW Offices on 3rd St in Tillamook.
This will be the last meeting for Spring before the Summer Break. Monthly meetings will resume again in September.
