Former VA Secretary Says Elizabeth Dole's Enduring Legacy Is Championing 14.3 Million Military Caregivers

The term “veteran caregiver” is typically used in federal law to describe someone who provides care to a veteran. However, there is another important, often overlooked population:

* Veterans who are caregivers for their spouses.
* Veterans who care for aging parents.
* Veterans who care for children with disabilities.
* Veterans who care for grandchildren.
* Veterans who provide long-term care for siblings, relatives, or members of their community.

These individuals are caregivers who happen to be veterans, rather than caregivers of veterans.

Unfortunately, the VA does not maintain a national count of veterans who serve as caregivers for others. The VA Caregiver Support Program tracks caregivers of veterans, not veterans caring for someone else.

The best national estimates come from AARP research:

* More than 54% of U.S. veterans age 45 and older report they have currently or previously cared for an adult loved one, family member, or friend.
* Roughly 59 million Americans are family caregivers today, providing unpaid care to adults.

Applying the AARP finding to today’s veteran population suggests that millions of American veterans have served or are serving as caregivers, but there is no official federal census separating:

* veterans caring for spouses,
* veterans caring for parents,
* veterans caring for children,
* veterans caring for disabled relatives, or
* veterans caring for non-family members.

A broader, more inclusive definition could read:

Veteran caregiver means a veteran who provides regular physical, emotional, supervisory, financial, or medical assistance to another individual, including a spouse, domestic partner, parent, child, grandchild, sibling, fellow veteran, neighbor, or other member of the community, whether or not the care recipient is a veteran. This definition recognizes that many veterans continue their lifetime of service by caring for others, often without compensation or formal recognition.

That expanded definition reflects the reality that military service often cultivates lifelong caregiving, leadership, and service. It also highlights a significant policy gap: federal caregiver programs largely recognize caregivers of veterans, while providing comparatively little recognition for veterans who themselves are caregivers.
