We believe that the first step to ending s*x trafficking is empowering our community to know the signs of trafficking. Our team has been hard at work educating youth, law enforcement, churches, social workers, civic groups, and more on the tactics used by traffickers and warning signs of trafficking.

So far this past fiscal year, we have reached over 7,600 students with our presentation, empowering youth in the fight against trafficking and educating them on internet safety.

We have also provided trainings to over 4,500 professionals and community members, so that they can better identify victims and protect their loved ones.

District Attorney Jeff Laugero announced that Matthew Paez, age 33 of Turlock, was convicted by plea of possessing over 600 images of child s*xual assault material (CSAM), contacting a minor with the intent to engage in s*x acts, distributing s*xual images of himself to a minor, along with other related charges. Paez was sentenced to prison for 5 years and 8 months and will have to register as a s*x offender upon release.

In June of 2025, the Turlock Police Department (TPD) received a cybertip from the National Center for Missing and Exploited Children regarding CSAM images being uploaded to electronic devices located in Turlock. TPD started an investigation and determined the CSAM images were uploaded to devices belonging to Paez. Subsequently, TPD detectives obtained a warrant to seize digital devices used by Paez and located over 600 CSAM images. Paez admitted that he had a problem with looking at CSAM and admitted possessing the images. A further review of Paez’s digital devices showed that he was using social media platforms to contact children under the age of 14 to solicit s*x acts and send them s*xual images. The investigation also revealed that Paez was employed as a youth soccer coach in Modesto.

The Turlock Police Department investigated these crimes and apprehended Paez. Deputy District Attorney Sara Sousa prosecuted this case on behalf of the People.

The use of social media by child predators to contact and groom victims has significantly increased in recent years. Parents are encouraged to educate themselves and their children about this online danger. Resources can be found at National Center for Missing & Exploited Children.

Stockton Man Found Guilty of S*x Trafficking Minors from Local Foster Youth Residential Facility

San Joaquin County District Attorney Ron Freitas announced today that David Hall has been found guilty of the s*x trafficking and abuse of multiple minors, ranging in age from 12 to 17, who were residing at a local Stockton foster youth residential facility.

The honorable Judge John Soldati found the defendant Hall guilty following a court trial of several felonies, including the human trafficking of three minors (ages 12, 13, and 17), lewd acts on a child under 14, and oral copulation with a minor. The evidence showed that during the summer of 2023, Hall targeted vulnerable children, frequently picking them up from the local foster facility to exploit them for commercial s*x work in Stockton and surrounding areas.

"There is no greater priority for this office than the safety and dignity of our children," said District Attorney Ron Freitas. "Defendant Hall didn't just break the law; he systematically and intentionally pursued vulnerable children who were already in need of our protection. This verdict is a testament to the bravery of the young survivors who stood up to their abuser in court. We will continue to vigorously prosecute those who think they can profit from the exploitation of our youth and ensure they are removed from our streets for good."

The investigation was led by the Stockton Police Department Vice Unit, with critical support from the San Joaquin County Juvenile Probation Department. District Attorney Investigators also facilitated the complex logistics of transporting victims from across California to provide their essential testimony.

District Attorney Freitas praised Deputy District Attorney Lisa Mann for her meticulous work and her dedication to ensuring these young victims had their voices heard in court.

Because of his prior 2016 strike for assault with a firearm, Hall now faces an increased prison sentence in addition to multiple new strikes and lifetime s*x offender registration.

Sentencing is scheduled for April 9, 2026.
