The Legislature pushed through a new funding system that quietly caps support for programs like AP, dual enrollment, and career certifications—meaning when more students succeed, public schools don’t get more resources.

They get less per student.

Educators, students, and families fought to protect these programs and were promised there would be “no change.” But the reality? Success is now being prorated instead of rewarded.
