We’re writing to share an update regarding the PDC office. Effective immediately, Carl will no longer be serving as Manager. We appreciate the time and effort Carl has given to the community and wish him the very best moving forward.

We’re pleased to share that a new Manager has already been hired. She will begin training on March 16th and will be in the office full time starting on March 23rd. We look forward to introducing her to the community soon. In the meantime, a Manager will be staffing the office on Tuesdays and Thursdays from 9AM until 1PM. Please feel free to drop by during those hours should you have any needs. If you have questions outside of those hours, please submit them on your Homeowner Portal.

Forecasts are currently showing the potential for 8 to 18 inches of snow with the upcoming storm. While totals may change, this has the potential to be a significant event for our community.

To help the Town plow effectively and keep our streets safe and passable, moving vehicles off the street whenever possible is critical.

🚗 Please Move Cars Off the Street
The Town is able to plow much more efficiently when streets are clear of parked vehicles. If you have multiple cars, please use your driveway first whenever possible or consider asking a neighbor if you may temporarily use extra driveway space.

🅿️ Overflow Parking – Clubhouse Lot

If you have no driveway or garage space available for a vehicle, overflow parking is permitted in the main clubhouse lot, with the following important guidelines:

Park car-to-car with no empty spaces between vehicles so the plow can clear properly.

The first car should park at the left end (street side, facing the clubhouse).

Use the basketball court side of the street-side row only if the first row becomes full.

🚫 DO NOT block the area in front of the mailboxes — mail delivery may be suspended if access is restricted.

Bay Country must have clear access to properly clear the mailbox area.

Your cooperation makes a big difference in how quickly and safely our roads can be cleared.

Dear Homeowners,

After the significant snowfall and ice our community has experienced, temperatures are expected to rise beginning Saturday. As the accumulated snow and ice begin to melt, we may see new challenges related to water runoff and freeze-thaw damage. While the warmer weather is welcome, the thaw can create conditions that require immediate homeowner attention. Many of us are not accustomed to dealing with these types of winter impacts, so we encourage you to take the following precautions:

Basements & Crawl Spaces
● Inspect for signs of water intrusion, dampness, or foundation seepage.
● Snowmelt can quickly saturate the ground and reveal vulnerabilities that may not have appeared before.

Attics, Roofs & Gutters
● Check your attic for moisture, leaks, or signs of snow intrusion.
● Inspect ceilings for new water stains.
● Ice buildup and freeze–thaw cycles can damage roofing, flashing, and gutters, leading to interior water pe*******on.

Pipes & Plumbing
● Monitor for burst or leaking pipes, especially in basements, crawl spaces, garages, or exterior walls.
● Watch for reduced water pressure, damp drywall, ceiling spots, or unexplained water sounds.
● If you discover a burst pipe, shut off your main water supply immediately and contact a licensed plumber.

Sidewalks & Walkways
● Homeowners are responsible for ensuring sidewalks adjacent to their property are fully cleared and safe for pedestrian use.
● As temperatures rise, hardened ice should loosen and can be removed more effectively.

Taking proactive steps now can help prevent costly damage to your home and reduce safety risks for your family and neighbors.

Bay Country is on site today, working to clear HOA responsibility areas as quickly as possible.

Please note the following:

-HOA Snow Removal Areas:
The Association is responsible for snow removal in the clubhouse and mailbox areas, as well as certain common area sidewalks.

-Homeowner Sidewalks:
Homeowners are responsible for sidewalks along their property. Corner lot owners are responsible for both the front and side sidewalks. With children returning to school, cleared sidewalks are especially important to help provide safe walking paths to bus stops.

-Town of Middletown Streets:
The Town of Middletown has shared the following update regarding their snow and ice removal efforts: “We are using backhoes, loaders, and dump trucks, as well as traffic control crews diligently working to remove any abundance of ice and snow. In an effort to accommodate all residents, as well as school students, please be mindful of our crews and their safety, as we continue to keep the streets throughout the Town of Middletown safely passable.”
We have reached out to confirm whether additional work will include our neighborhood and are awaiting a response.

-School District Bus Stop Guidance:
We have also contacted the school district about the possibility of an alternate snow bus stop at the clubhouse and are awaiting guidance.

-Street Parking Concerns:
Snowbanks have already narrowed many roadways, and on-street parking is creating choke points. This may prevent snow equipment, school buses, and emergency vehicles from safely navigating the community. Please use and fill your driveways first (without blocking sidewalks). The clubhouse parking lot is available for overflow parking during this time.

Dear Residents,

We want to provide an update on the ongoing snow and ice removal efforts in our community’s common areas.

Bay Country, our snow contractor, was on site twice on Sunday to clear our parking lots. Due to our lawn care contract and a lower trigger for snow removal, we were moved up the list to be cleared early on Sunday, but then the storm continued, and the ice that followed has created a much more difficult and hazardous situation for everyone. Since then, Bay Country has been working to address critical needs across all of its service locations.

On Tuesday, Bay Country was back on site with heavy equipment to clear the parking areas of ice at both Clubhouses. Today (Wednesday), they are expected back on site to begin hand-clearing entrances to our clubhouses and ensuring mailbox areas remain accessible. These are currently our highest-priority areas.

We are also closely monitoring the possibility of another storm this coming weekend. If additional snow or ice does occur, critical areas will again take priority. If the storm does not materialize, Bay Country will then be able to shift focus toward secondary common areas, such as sidewalks and smaller walkways.

We understand how challenging and frustrating these conditions have been for everyone. It is also important to recognize the human factor in these operations; crews have been working long hours under extreme conditions and must take breaks and rest to continue working safely.

The Board has remained in close communication with Bay Country throughout this event. Please keep in mind that we are not their only customer; they are also working to clear critical businesses, such as drug stores, to help them reopen for those in need of prescriptions and essential services.

Should additional larger snow events happen, the Main Clubhouse parking lot can be available for residents to use in order to help avoid street parking. If you choose to park there, please park on the street side of the lot first, leaving no empty spaces between vehicles, and please do not park in front of the mailboxes. This will help ensure equipment can access critical areas for plowing and clearing. Please note that residents are responsible for digging out and clearing their own vehicles if snow accumulates around parked cars.

We appreciate everyone’s patience, understanding, and support as we work through this extreme situation together. Additional updates will be shared as conditions evolve.

This has been a challenging situation for everyone. Severe ice conditions required specialized equipment and significantly slowed progress.

Board Meeting – Monday Evening

The Board Meeting scheduled for Monday evening will proceed as planned, and residents may continue to attend remotely via Zoom.

The Board hopes to be able to attend in person if conditions allow, but Zoom access will remain available for all residents. Due to Board Member travel and work schedules, rescheduling in the near future would be difficult.

Unless there is a power or internet outage, the meeting will be held as scheduled. If conditions require a change, an update will be sent on Monday.

Storm Notice – Snow and Ice Removal

You have likely seen the forecast for the upcoming snow and ice storm. While accumulation totals vary, all forecasts indicate periods of heavy snow and ice.

Road Clearing: Town of Middletown
Because our streets are now owned by the Town, road clearing will be handled by the Town’s Public Works crews.

To allow for effective curb-to-curb plowing, the Town of Middletown is strongly encouraging residents to:
-Park vehicles in garages or driveways
-Keep street parking to a minimum

Bay Country Snow Removal Priorities
Bay Country will begin by clearing the community’s most critical shared areas, including:
-Mailbox areas and associated parking spaces
-Access to the clubhouse and gym entrances

After these priority areas are complete, their crews will address critical needs in surrounding communities. They will then return to complete other smaller and secondary areas within our neighborhood.

Helping Reduce Costs
Snow removal services are billed on a per-inch basis, and this storm is expected to be a very significant expense for the Association.

If you are able, residents are encouraged to help by clearing small common areas between homes, such as short sidewalk connections or shared spaces. These smaller areas can add up quickly, and a little assistance from neighbors can help keep costs manageable while improving access for everyone.
