National Association for PET Container Resources (NAPCOR)

National Association for PET Container Resources (NAPCOR) The National Association for PET Container Resources (NAPCOR) is the the trade association for the PET plastic packaging industry in North America.

NAPCOR was founded in 1987 as the National Association for Plastic Container Recovery, with a mission to ensure that plastic bottles made it into the growing number of curbside recycling programs. The organization evolved to focus specifically on PET, becoming the National Association for PET Container Resources in 1998. PET's recyclability and ability to incorporate recycled content has been key

to its growth in the marketplace. To that end, NAPCOR has worked to:
- Facilitate a domestic processing infrastructure for postconsumer PET
- Build sustainable recycled PET end markets
- Invest or leverage over $100 million to increase recycling collection
- Provide outreach and education to encourage PET recycling around the country

NAPCOR has a deep historical knowledge base pertaining to PET market applications and recycled PET collection, processing, and end markets. Its legacy of data-driven, hands-on work throughout the PET value chain provides a solid foundation for its new and ongoing member driven initiatives.

NAPCOR's new 2024 PET Thermoform Market Analysis found that PET thermoform recovery in the US and Canada reached a record 264 million pounds in 2024, while the average use of post-consumer recycled PET in new thermoforms declined from 18% to 12%.

โš ๏ธWhy? Our first standalone and fifth annual thermoform analysis explores the market, infrastructure, and policy realities shaping PET thermoform circularity today.

PET (look for the #1 in the triangle) thermoform packagingโ€”used for fresh produce, bakery items, prepared foods, beverages, and countless other productsโ€”plays an important role in protecting food, reducing waste and emissions, and delivering products safely and efficiently.

As policymakers and industry leaders look to strengthen recycling systems and advance circularity, understanding the realities of PET thermoform recovery and end-market demand has never been more important. PET plastic, the material used in most bottled water and many food containers, is fully recyclable, and new products can be made using up to 100% recycled PET content.

In fact, PET is the most recycled plastic in the world because it is:
โ™ป๏ธ Widely accepted in curbside recycling programs
โ™ป๏ธ Supported by established collection and recycling infrastructure
โ™ป๏ธ Recycled into new bottles, packaging, clothing, carpet, strapping, and more
โ™ป๏ธ Designed to support a circular economy (itโ€™s made to be remade)

The challenge is not whether PET recycling works. It does.

๐Ÿ’ก Letโ€™s bust a common myth this :

โŒ Myth: Plastic bottles are the most common form of litter.
โœ… ๐…๐€๐‚๐“: Discarded cigarette butts are consistently identified as the worldโ€™s most common form of litter, followed by food containers and wrappers. Plastic bottles (of all kinds)โ€”despite often being used as the image accompanying stories about plastic pollutionโ€”are a distant third.

That doesnโ€™t mean litter isnโ€™t a serious issue. It is. But solving it requires ๐š๐œ๐œ๐ฎ๐ซ๐š๐ญ๐ž ๐ข๐ง๐Ÿ๐จ๐ซ๐ฆ๐š๐ญ๐ข๐จ๐ง, ๐ฌ๐ญ๐ซ๐จ๐ง๐ ๐ž๐ซ ๐œ๐จ๐ฅ๐ฅ๐ž๐œ๐ญ๐ข๐จ๐ง ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ๐ฌ, ๐œ๐จ๐ง๐ฌ๐ฎ๐ฆ๐ž๐ซ ๐ฉ๐š๐ซ๐ญ๐ข๐œ๐ข๐ฉ๐š๐ญ๐ข๐จ๐ง, ๐š๐ง๐ ๐ฌ๐ฆ๐š๐ซ๐ญ ๐ฉ๐จ๐ฅ๐ข๐œ๐ข๐ž๐ฌ that keep recyclable materials like PET bottles in the circular economy rather than in the environment.

PET (polyethylene terephthalate) plastic is designed to be recycled, meaning itโ€™s very literally ๐ฆ๐š๐๐ž ๐ญ๐จ ๐›๐ž ๐ซ๐ž๐ฆ๐š๐๐ž. PET bottles are widely recyclable and among the most commonly collected plastics in curbside recycling programs across the US.

But achieving that goal requires solutions grounded in science, infrastructure, and real-world outcomes, not simply replacing one material with another or banning highly recyclable materials like PET plastic (look for the #1 in the triangle on the bottle/package).

In our article for POLITICO, NAPCOR outlined three practical steps to help end plastic waste:
โ™ป๏ธ Improve collection systems
โ™ป๏ธ Strengthen domestic recycling infrastructure
โ™ป๏ธ Support policies that advance circularity and keep valuable materials in use

PET plasticโ€”the material used for most bottled beverages and many food containersโ€”is lightweight, FDA-approved for food contact, and the worldโ€™s most recycled plastic. ๐ˆ๐ญ'๐ฌ ๐ฆ๐š๐๐ž ๐ญ๐จ ๐›๐ž ๐ซ๐ž๐ฆ๐š๐๐ž. Replacing PET with less sustainable alternatives or removing it from the marketplace altogether can unintentionally increase environmental impacts, food waste, transportation emissions, and resource use.

Recycling can feel confusing sometimes. Rules vary from one community to another, and too often, consumers feel blamed for a system that isnโ€™t always easy to navigate. But the truth is: ๐ฉ๐š๐ซ๐ญ๐ข๐œ๐ข๐ฉ๐š๐ญ๐ข๐จ๐ง ๐ฆ๐š๐ญ๐ญ๐ž๐ซ๐ฌ, and people are trying. ๐€๐ง๐ ๐ฐ๐ž ๐ฌ๐ž๐ž ๐ฒ๐จ๐ฎ. ๐Ÿ‘€๐Ÿ™๐Ÿซถ

And thanks to generations of consumers putting those bottles and containers into the recycling bin, PET has become the worldโ€™s most recycled plastic.

That progress deserves recognition. ๐Ÿ™Œ

So today, we celebrate everyone doing their best to recycle right, support circularity, and keep valuable materials, like PET plastic, in use and out of landfills and waterways, where they never belong. A recent editorial by Plastics News reflects an important shift in the conversation around PET ( #1 plastic) and circularity.

For years, the focus has largely centered on sustainability goals and recycled-content targets. Those goals remain criticalโ€”but growing attention is now being paid to the systems required to make circularity work in practice: ๐œ๐จ๐ฅ๐ฅ๐ž๐œ๐ญ๐ข๐จ๐ง, ๐ข๐ง๐Ÿ๐ซ๐š๐ฌ๐ญ๐ซ๐ฎ๐œ๐ญ๐ฎ๐ซ๐ž, ๐ฌ๐ญ๐š๐›๐ฅ๐ž ๐ž๐ง๐ ๐ฆ๐š๐ซ๐ค๐ž๐ญ๐ฌ, ๐š๐ง๐ ๐ฉ๐จ๐ฅ๐ข๐œ๐ข๐ž๐ฌ ๐ญ๐ก๐š๐ญ ๐ฌ๐ฎ๐ฉ๐ฉ๐จ๐ซ๐ญ ๐ฅ๐จ๐ง๐ -๐ญ๐ž๐ซ๐ฆ ๐ข๐ง๐ฏ๐ž๐ฌ๐ญ๐ฆ๐ž๐ง๐ญ.

The editorial recognized the efforts of both NAPCOR and The Association of Plastic Recyclers in raising awareness about the mounting pressures facing the US PET recycling system, including facility closures, flat collection rates, global market volatility, and rising imports of recycled material.

As demand for recycled content continues to rise, one thing is becoming increasingly clear:

Public conversations about microplastics and packaging matter โ€” but they should remain grounded in scientific rigor, context, and evidence-based conclusions.

We appreciated seeing NAPCOR Executive Director Laura Stewartโ€™s letter to the editor published in The Washington Post, responding to recent discussions about PET plastic and bottled water.

The letter highlights several important points:
โ™ป๏ธ PET plastic (look for the #1 in the triangle) is one of the worldโ€™s most studied food-contact materials
โ™ป๏ธ PET continues to be approved by major global regulators, including the FDA, EFSA, and Health Canada
โ™ป๏ธ Microplastics research is still evolving, and globally standardized testing methods do not yet exist
โ™ป๏ธ PET is the worldโ€™s most recycled plastic and plays an important role in the circular economy

As discussions around packaging sustainability and human health continue, itโ€™s important to distinguish between emerging hypotheses, preliminary findings, and established scientific consensus.
