Her career spans more than two decades advising mayors and leaders across municipal and federal government. She was the first woman and first Black person appointed chief of staff to the mayor of Little Rock.

Cosby was the Assistant Dean of Administration and an associate professor at Howard University Social Work. He directed the Howard University Gerontology and connects research, policy, aging, equity, community service and legacy. Robert Cosby Retired on September 23, 2026.

Dr. Elizabeth Wachira, known as “Dr. E,” is an associate professor and Public Health Program Director at East Texas A&M; University with more than 15 years of experience in nursing, health promotion and education. Her work advances health equity, women’s empowerment, mental-health promotion, clergy health and community wellbeing.
