21 Right to Know requests filed with Upper Allen Township in the month of March. I don't think there were 21 requests filed in the 21 years I was on the BOC. So are more people interested in issues, are there more issues that aren't being fully explained or both?

On Tuesday 4/7 I met with the Mechanicsburg Borough manager, Jessie Novinger. My first impression was very positive. We talked about the borough financial information published on their website and my difficulty in understanding some of the information shared there. She indicated that the borough is in the process of changing their financial software and also the software they use to post things on the web. I shared some of my issues and she indicated the new software should correct those issues. In order to get answers to my current questions I gave her a Right to Know request for year end numbers for all GL accounts listed within their fund 04, which is the pool. My concern is this - that the pool should be financially self supporting with user fees. If it is not and it suffers a loss, that loss should not be funded solely by Upper Allen Township tax payers. We will see what the numbers show?

On Wednesday the U/A BOC will vote on extending the expired Mechanicsburg Pool Agreement another year. In 2007, Borough Councilman John McDermitt approached the Upper Allen Township Board of Commissioners seeking financial assistance to save the Mechanicsburg Pool. He cited the high cost of necessary repairs and noted that a significant number of Township residents relied on the facility. In response, I helped draft an agreement where the Township pledged $50,000 annually for 20 years.

In exchange for this investment, the Borough agreed to three conditions:

Equal Membership Rates: Township residents would pay the same rates as Borough residents (a promise they kept).

Financial Accountability: The Borough was to provide annual comprehensive financial reports. Despite yearly requests, only one report was provided in 20 years.

Joint Oversight: A Joint Capital Committee was to be established to review all improvements. This committee never met.

In 2024, 234 passes were sold to Township residents, resulting in a total savings of approximately $22,992—far less than the Township’s $50,000 contribution. Given this Board’s stated concerns regarding 2026 spending and the potential cancellation of the Grantham Park update, I question the logic of continuing to fund the Mechanicsburg Pool. The Borough has proven to be an unreliable partner; prioritizing their facility over our own parks is a concerning direction for this Board.

The Upper Allen Township Comprehensive Plan is a 155 page, 52,276 word document published by the township in December of 2013. The complete document can be found on the Upper Allen Township website. The word "Bishop" is found six times in this document. The first is "Bishop Bridge" in the index where we are directed to page 3-4. The second and third are on page 3-4 which reads "Bishop Bridge, located on Bishop Road, was built ca. 1900 and is on the National Register of Historic Places". I must point out that Bishop Bridge was not then, is not now and has never been on the National Register of Historic Places. The next is on page 5-10 which reads "Upgrade Bishop Road Bridge, which currently has a 10-ton weight limit, or purchase a minipumper (there are four residents on Bishop Road, which is the only part of the
Township that the Fire Department cannot adequately service because of the bridge weight limit). This suggests replacing the bridge to improve fire safety for residents on Bishop Road. The final instance is on page 9-2 where it is suggested that upgrades to Bishop Bridge should occur in 2014-2015. So Eric Fairchild it would seem that the Comp Plan contains one inaccurate description of Bishop Bridge and two comments centered on replacing the Bishop Bridge. Hardly a glowing endorsement for spending millions of dollars refurbishing the bridge. On Wednesday evening Commissioner Fairchild will present a proposal to take ownership of Bishop Bridge. If he is consistent with past presentations he will once again only tell half the story. I will address what I find wrong/misleading with his proposal in another post, but I want everyone to see the letter I sent to the Cumberland County Commissioners. If you agree with my stance feel free to use my letter as a template for your own letter to the Commissioners.
