Chris E. Williams served as Circuit Judge, Division 1, 7th Judicial Circuit.

Before ascending to the circuit bench, he served as Hot Spring County District Court Judge from 1992 to 2002 and Malvern City Attorney from 1984 to 1992.

He was the only Division 1 circuit judge for that entire period.

Williams served as a member of the JDDC from 2001 to 2012 and as its chairman from 2012 to 2013 — the very commission that would eventually force his 👉removal.

The JDDC opened its first investigation into Williams (Case 22-328) in fall 2022.

Three additional cases followed:
**23-274**
**23-275** in 2023,
**24-116** in early 2024.

The specific allegations were never made public due to "confidentiality provisions" in the 👉negotiated resignation.👈

Williams violated 👉Canons 1, 2, and 3 👈of the Arkansas Code of Judicial Conduct 👉 Integrity, impartiality, competence, diligence, and the duty to minimize conflicts of interest.👈

His resignation letter, dated March 15, 2024, became effective March 30, 2024, and serves as permanent 👉removal👈 from office.

He is permanently barred from any judicial or public office in Arkansas.

The JDDC acknowledged the cooperation of witnesses and the support of 🧐"other government agencies" that participated in the investigations but refused to identify those agencies.

JDDC Executive Director Emily Abbott stated the investigation "predates the swearing in of Scott Finkbeiner," placing its origin before January 2023.

A federal co-defendant in the Finkbeiner witness tampering case.

Jordan Hammond - was charged with conspiracy to tamper with a witness after allegedly attempting to bribe a witness by offering to pay her husband's bond in exchange for a favorable statement to Finkbeiner's attorney.

She surrendered to authorities on February 7, 2025, was already on four-year felony probation in Boone County for m**h and hydrocodone possession, and was released on $5,000 unsecured bond.

A third, unnamed co-defendant remains unidentified in court records.

On Friday, February 6, 2026, at approximately 7:45 a.m., an Arkansas State Police trooper stopped a Nissan Rogue SUV driven by Pedro Lorenzo Valdez, 45, on Interstate 30 eastbound near mile marker 88 in Hot Spring County. Approximately 115 pounds of m**hamphetamine was found concealed in multiple cardboard boxes. Valdez told investigators he was traveling from Dallas to Little Rock. He was charged with Felony Trafficking a Controlled Substance and booked into the Hot Spring County Detention Center. The bust was part of a series of ASP stops that collectively seized more than 775 pounds of illegal narcotics.

The I-30 corridor through Hot Spring County is a documented major drug trafficking route between Dallas and Little Rock. Additional seizures include 620 pounds of m**hamphetamine ($28.1 million street value) found hidden in 10 tons of limes near Hope on I-30 in November 2025, and a 1.5-kilo m**h seizure at mile marker 70 on I-30 in Clark County in May 2025.

Former State Senator George Hopkins (D-Malvern), who served in the Arkansas Senate from 1987 to 2000 and then became Executive Director of the Arkansas Teacher Retirement System (ATRS) in December 2008, was implicated in a major financial scandal involving the state's largest pension system ($17+ billion, 100,000+ members).

A Boston federal judge, Mark L. Wolf, raised questions about possible corruption after a 377-page special master's report revealed a $4.1 million "finder's fee" paid by lead law firm Labaton Sucharow to Texas attorney Damon Chargois — who had done no documented work on a $300 million class-action settlement against State Street Corp. in which ATRS served as lead plaintiff. The special master found Hopkins demonstrated "clear dereliction of his fiduciary duties to the class" by not knowing or disclosing the side payment. Hopkins testified under oath that he never asked a law firm to hire an attorney or make a political contribution. State Rep. Mark Lowery publicly called for Hopkins's resignation in July 2018, saying his testimony "lacks credibility." Hopkins retired from ATRS in late 2018.

Former State Senator Steve Faris (D-Malvern), who served in the Arkansas House from 1997–2000 and Senate from 2001–2010 (rising to Senate Majority Whip), was also connected to the chain. Hopkins testified that Faris introduced the Labaton Sucharow firm to then-ATRS Director Paul Doane in 2007, at the request of a friend named Tim Herron (associated with Chargois's firm). Herron's uncle, Gordon Powell, was former board president of Central Arkansas Telephone Cooperative — where Faris was manager and Hopkins did legal work. The Arkansas Times dubbed this web of relationships. Faris resigned from the APERS board in July 2019. No criminal charges were ever filed against either Hopkins or Faris.

Additionally, a whistleblower lawsuit was filed in August 2011 by Susan Crosby, a former senior ATRS investment analyst, alleging Hopkins illegally fired her in retaliation for reporting a $40 million investment "misrepresentation" to the board.
