Contaminated Commercial Formula: the need for a global response

Over the years, misleading marketing and intrinsic contamination of commercial formula (a child's first taste of ultra-processed products) has led to infant fatalities, factory closures, interrupted supplies and distress to families. Since November 2025, ongoing recalls from 130+ countries, judicial inquiries into infant deaths and legal challenges about delays, lack of transparency, fraud and manslaughter have exposed the full scale of this crisis.

The event will call on Member States to work toward better mandatory food safety during manufacturing, independent oversight of food operators, better warning systems for health care professionals and parents - and full implementation of WHO recommendations and resolutions to protect all infants, whether breastfed or fed commercial milk formulas.

Alongside speakers from WHO, UNICEF, Parliamentarians and Member States, Yasmine Motarjemi, a food safety expert with a unique experience as head of Food Safety Departments in both WHO and Nestlé, will explain how the food system needs to change and how whistle-blowers need to be heard and protected.

Next week, IBFAN will be at the 49th Session of the Codex Labelling Committee (CCFL49) in Ottawa, Canada (11–15 May), to oppose a USA proposal that would allow flexible labelling and ingredients for emergencies.

IBFAN believes these guidelines will create dangerous double standards – putting those in situations of food insecurity, famine and food deprivation at even greater risk. Flexible labelling also complicates traceability and recall procedures for contaminated or unsafe food – at a time when formula possibly contaminated with cereulide has already been exported to Ukraine, the Gaza Strip and the West Bank.
