Founder in 2019, the Pulaski County Sheriff's Prevention and Re-Entry Foundation was created by Sheriff Eric Higgins. The Foundation’s goals are to assist with funding of programs to offer youth mentoring and classes to prepare those coming out of incarceration for successful re-entry into society. Shortly after taking office in 2019, Sheriff Eric Higgins realized if he was to reduce crime and improve safety it would take more than just incarceration. With this in mind, he created the Pulaski County Sheriff’s Prevention and Re-Entry Foundation. Sheriff Higgins shared his thoughts about beginning the Foundation.

OK program coordinator Sgt Willie Davis and several mentors and volunteers were able to take a group of outstanding inner-city youth to Petit Jean State Park in Morrillton. For many of these youth, this was the first exposure to a state park. Sgt. Davis said a group of youth interacted with visitors from Louisiana and Tennessee, telling them more about the OK program during their hiking trip. The youth traveled 3-4 miles along the trails with a few trying their hand at fishing. Those youth who earned the trip were able to achieve a GPA of between 2.8 and 3.0. On May 16th, through the OK program, 15 youth earned a day trip to beautiful Petit Jean State Park in Morrilton. To participate in this event, youth had to achieve at least a 2.5 GPA. Most on the trip held a GPA between 2.8 and 3.0. OK coordinator Sgt. Willie Davis described the outing as a great experience for the youth, many of which had never had an adventure like this before. Thanks to the Pulaski County Sheriff's Prevention and Re-Entry Foundation, the OK program provides mentoring and proactive interaction for African-American youth ages 12-18. Entrepreneur and motivational speaker Jim Rohn is quoted by saying, "your life does not get better by chance, it gets better by change.” In the C.S.I. re-entry program at the Pulaski County Regional Detention Center, change is certainly taking place. Recently, the Men's Term 31A added nine graduates. Here's a partial presentation from one of the men;
"Albert Einstein once wrote that a man must cease attributing his problems to his environment and learn again to exercise his will and personal responsibility. Through C.S.I. I have learned to do everything to honor and glorify God. I have also learned that without self forgiveness, one will never be able to move past their life's traumas and start healing. Forgiveness closes the door on my transgressions and opens the door to a life filled with abundance and opportunity.

Several weeks ago, nine men graduated from the C.S.I. re-entry program during Term 31-A at the Pulaski County Detention Center. Each graduate is required to write a speech that they deliver during the graduation ceremony. We wanted to share just a portion of the speech written by one of the graduates:
"So in my deep dive into spirituality, mysticism and science, I've learned this much; there's no magic spell, magic pill or precise scientific formula to end addiction. It is a process, and a key component is an open mind and disciplined determination toward change. Thank you to the amazing, patient and loving C.S.I. staff and volunteers for everything you've given me in my journey. You are guardian angels always encouraging me, giving me truth. For all that and more I will be forever grateful."
In speaking to the other graduates, he added;
"Don't get discouraged by others who doubt and criticize you. I believe in all of you and want greatness for each of you. I love you guys and God loves you too."

In June, C.S.I. will celebrate more graduates from the Men's Term 32 and Women's Term 25. The C.S.I. Academy began in 2019 under the leadership of Sheriff Eric Higgins, with a focused effort to prepare those incarcerated for successful re-entry back into society.
