We were grateful to have a seat at the table this past week alongside tribal housing leaders from across Arizona, as well as tribal leadership, CDFIs, SWTHA, and housing advocates working across the region.

These conversations matter. They create space to elevate the real, on-the-ground challenges tribal members face when pursuing homeownership on tribal land—challenges that are often misunderstood or overlooked.

We appreciated the opportunity to help educate partners like the Governor’s Office and the Arizona Department of Housing on the realities of working within tribal systems, from land status and leasing to lending and development barriers.

Building strong pathways to tribal homeownership requires alignment, shared understanding, and continued collaboration. This is how we move the work forward.

25th Navajo Nation Council approves emergency legislation to streamline NNFRF oversight and advance chapter infrastructure projects

Council Delegate Shawna Ann Claw sponsored Legislation No. 0036-26 that streamlines administrative oversight for NNFRF projects.
WINDOW ROCK, Ariz. — On Thursday, the 25th Navajo Nation Council approved emergency Legislation No. 0036-26 amending and clarifying administrative oversight for Navajo Nation Fiscal Recovery Fund (NNFRF) projects while advancing infrastructure improvements, including bathroom additions and renovation projects for Navajo Nation households and chapter communities.

Sponsor Council Delegate Shawna Ann Claw emphasized that the legislation strengthens the Navajo Nation’s ability to deliver resources to communities while removing unnecessary funding processes.

“By clarifying oversight and removing unnecessary bureaucracy in how these funds are administered, this legislation allows the Navajo Nation to move resources more efficiently to our chapters and families who are waiting for improvements. Securing funding for our chapters’ projects, and for bathroom additions/renovation projects is essential for improving living conditions for our people,” said Delegate Shawna Ann Claw.

The emergency measure amends, clarifies, and supersedes prior Council resolutions CD-54-24 and CJN-29-22 to revise the administrative structure governing NNFRF projects. The legislation removes the Division of Community Development (DCD) as the administrative oversight authority for NNFRF projects and instead clarifies that the Office of the Controller and the NNFRF Office will serve as the primary administrative oversight authorities.

The legislation further authorizes the Controller to move funding between NNFRF projects that are substantially similar, providing flexibility to ensure that approved funding can be utilized more efficiently when projects require adjustments. The measure also clarifies that the President of the Navajo Nation retains the authority to execute new contracts related to NNFRF projects, ensuring continuity in the implementation of approved initiatives.

Council Delegates stated that the amendments were developed to improve administrative coordination, reduce delays, and strengthen accountability in the management of NNFRF funding. The changes are intended to streamline project approvals and eliminate unnecessary administrative barriers that have slowed the delivery of infrastructure improvements to communities.

The 25th Navajo Nation Council serves as the final authority on emergency Legislation No. 0036-26, which was approved with a vote of 16 in favor and one opposed.
