Happy 50th Birthday to my beautiful wife, Melisa Medina! ❤️

Today we celebrate not just 50 incredible years, but the amazing woman who fills our lives with love, strength, laughter, and kindness every single day. You make every moment brighter, and I am grateful for every memory we’ve shared and every adventure still to come.

Here’s to 50 years of grace, beauty, and wisdom—and to many more wonderful years ahead. I love you more than words can express.

Last night's council meeting ran until 1am, but all in all this was a successful meeting.

We received a report with results of the Payroll Audit & Workflow Assessment: this taught us that there are red flags and identified eleven findings where areas for improvement would improve efficiencies, effectiveness and reduce the risk in the processes evaluated. This confirmed there are processes that need tightened up and that we have been high risk.

We also received the first of monthly reports from Finance regarding our Budget and where we are at the close of May. We will be receiving this monthly to show us the trends and allow us to see when there are areas of concern. While we have to correct the current Budget shortfall - we are on the right track with Management to do so and to be TRANSPARENT with Council and with our Residents.

The Highlight for all of our residents was item 19, the payout of former City Manager's vacation and sick leave. When we had this on the agenda for a vote June 2, there was no way I could vote yes when I knew that this vacation was not accrued or earned time and was part of the amendment for the severance pay. I am thankful for the additional no votes and for Mayor Flores-Cale being the deciding factor to hire outside council and bring this back to us with a legal opinion. With outside council's legal opinion I made the motion to approve the payout of Former City Manager's Actual Accrued vacation hours of 63.55 as well as his actual Accrued Sick leave of 265.43, which is 40 hours less than originally stated thanks to CM Goza finding and pointing out 40 additional hours of credited not accrued sick leave the Former City Manager was given during the contract amendment. This saves the city a difference of just over $197K in payout including taxes and such. I am sure this will end up in mediation, but I am confident that thanks to the Amendment and Contract Language, that we will be successful in maintaining this payout amount. I was pleasantly surprised to have received a 6-0 vote on this motion.

We are making positive strides in correcting past management issues and shortfalls. I appreciate all of the residents that come out to Citizen Comments and share your concerns. We still have a lot of work ahead of us.

We, as City Council, recently took an important step to ensure stability and continuity in our city’s leadership by appointing Perwez Moheet as Interim City Manager after Mr. Langley's resignation. This process took a lot of thoughtful discussion, deliberation, and of course we did not always agree, but I am confident we made the right vote.

Many in our community already know Mr. Moheet through his long-standing service to the City of Kyle. Having served as our Director of Finance since 2010, he brings decades of public sector experience, deep institutional knowledge, and a steady, disciplined approach to leadership.

As we move into budget season, his background and expertise are especially important. There is no one I trust more to guide this process with a clear focus on transparency, accountability, and responsible financial stewardship. His experience gives our city a strong foundation to carefully evaluate priorities and ensure we are making thoughtful, informed decisions.

This appointment allows us to stay focused on the work ahead while we begin the process of searching for a permanent City Manager. Transitions are not always easy, but they do provide an important opportunity to take a clear-eyed look at where we are, where we need to go, and where adjustments will be required. That includes making disciplined choices, improving efficiencies, prioritizing essential services, and ensuring we are operating as fiscally responsibly as possible.

I remain committed to making decisions that serve the long-term best interests of our residents and to ensuring we move forward with clarity, accountability, and purpose. I also recognize that while some continue to have confidence in our city leadership, many have lost faith, and I am committed to working hard to help bridge that gap and rebuild trust.

I’ve been listening to our residents speaking out about water rates, and want to let you know I HEAR YOU. These increases are significant, and they’re impacting families in a real way.

Because this issue is currently under review by the Public Utility Commission of Texas, I need to be careful about getting into specifics while that process is ongoing. These types of proceedings involve a formal review and take time to work through.

What I can say is this — WE HAVE A RESPONSIBILITY to take a hard look at how we’re OPERATING, how we’re SPENDING, and where we can do BETTER. Every dollar matters, especially with budget season coming up, and that’s something I take seriously.

I’m going to keep asking questions, pushing for accountability, and making sure we’re looking at the full picture moving forward.
