Serious & Notable Safety Alerts
School Safety (4/3): A 1st-degree Disorderly Conduct charge was filed following a false bomb threat report at a school on the 1600 Block of Lockhaven Drive. Neighborhood Note: Nancy Grace requested an updated status tracking sheet on traffic/safety concerns surrounding Kennedy school.

Violent Crime (3/31): A felony strangulation and simple assault incident was reported on the 5000 Block of Elizabeth Street.
Weapon Violations: Incidents included Felon in Possession of a Weapon (3/13) and Unlawful Use/Carry of a Weapon (3/29).
Felony DUII (3/8): A severe multi-offense incident occurred at River Road & Sunset involving Felony DUI, Identity Theft, Reckless Driving, and Driving While Suspended.
Targeted Property Crime (3/10): A complex incident occurred on the 800 Block of Manbrin Drive involving Burglary, Physical Harassment, and Criminal Mischief.

On Tuesday, August 4, 2026, the Greater Northeast Keizer Neighborhood Association (GNEKNA) will join communities across the country in celebrating National Night Out. This annual event is dedicated to promoting public safety, strengthening neighborhood spirit, and fostering positive relationships between residents and local law enforcement.
Our goal is to create a welcoming environment where neighbors can connect, share a meal, and build a stronger sense of belonging. To make this event a success for our local families, we are seeking support from community-minded partners like you.
How You Can Help We are currently looking for donations in the following areas:
Food and Beverages: Bottled water, sodas, or pre-packaged snacks.
Prizes and Giveaways: Gift cards, merchandise, or services to be used for our community raffle.

I. Attendance & Introductions
The meeting was attended by approximately 58 participants via Zoom.
Leadership Present: Tammy Kunz (President), Jacqueline Green (Vice President), James Jones (Secretary/Steering Committee).
Key Participants: Lisa Little, Nancy Grace, James D., Kelli Simone, and several others representing community blocks.
Guests: Lisa Marie (New neighbor).

II. Approval of Previous Minutes
The minutes from the April 1, 2026 meeting were reviewed.
Summary of April Minutes: Focused on the "Eyes and Ears" principle, pedestrian safety near parks, school zone hazards at Kennedy Elementary, and administrative updates to Vacation Watch forms.
Motion: Lisa Little moved to approve the minutes as written.
Second: Iris.
Result: Motion Carried.

III. Reports & Strategic Updates
A. Monthly Crime & Activity Report (March 2 – April 4, 2026)
Jacqueline Green presented a summary of approximately 100 recorded incidents:
Property Crimes: Vandalism on River Road and 13th Ave; Motor Vehicle Theft on Perry St.
Notable Incidents: A Burglary/Physical Harassment incident on Manbrin Dr (3/10) and a false bomb threat at a school on Lockhaven Dr (4/3).
Traffic: High frequency of Hit and Runs (Ulali Dr) and a Felony DUI on March 8.
Trend Analysis: Theft remains high at Keizer Station and River Road retail corridors.
B. Committee & Board Representation
Updates were provided on members attending city meetings:
Public Arts: Karen noted her attendance is every other month.
Motion: Nancy Grace moved to formalize participation in Arts meetings every other month.
Second: Lisa Little. Motion Carried.
C. "Safety First" & Equity Mandates
Tammy Kunz introduced revised mission statements for GNEKNA/GNEKNW:
Safety First: Prioritizing physical safety (lighting, sidewalks), traffic security (speed cushions), and emotional safety.
Equity Statement: A formal commitment to closing equity gaps and ensuring all residents (regardless of race, age, or ability) have a "seat at the table."
Action: Recommended for submission to City Council and other local boards. Motion Carried.

IV. National Night Out (NNO) Planning (August 4, 2026)
Theme: Red, White, Blue, and Mental Health Awareness.
Activities: Bike parades (5:30 PM), kids' parade to 7-Eleven, 4-H animal area, and two live bands (via Eagles).
Partnerships: Keizer Police (cones/safety), Keizer Fire, and local vendors (Taco Truck, Mountain Sausage).
Raffles: Bicycles donated by Thrivent and Bonaventure.
New Idea: Lisa Little suggested a "Fire vs. Police" challenge for the Red Cross Blood Drive.

II. Administrative Actions
Approval of Minutes: A motion was made to approve the minutes from the March 5, 2025, meeting.

III. Strategic Objectives
The group identified four primary pillars for the development of the Neighborhood Watch:
Governance: Draft and finalize bylaws and a formal charter for the group.
Neighborhood Checkup: Distribute and analyze the Community Survey to gather baseline data.
Accountability: Create a comprehensive spreadsheet for tracking community concerns and incident reports.
Operational Structure: Establish a formal reporting cycle for Block Captains.

IV. Community Safety Framework
After three years of collaboration with the Keizer Police Department, the group is transitioning into an active operational phase. Key highlights include:
Resource Management: All members are encouraged to maintain a binder or logbook of meeting notes and safety resources.
The Importance of Reporting: The group discussed why reporting crime is a civic necessity:
Identifies emerging crime trends.
Directs police resources to identify "hot spots."
Provides an accurate statistical picture of neighborhood safety.

V. Other Business: Citizen Action
Lighting Audit: This month, Block Captains are tasked with assessing community lighting during their patrols.
Action Plan: Following the completion of the Community Security & Community Lighting Checks, findings will be presented to the proper authorities to request necessary infrastructure improvements.

1. Neighborhood Traffic Management Plan (NTMP)
We are currently collaborating with the Multi-Modal Committee to refine the NTMP. We want to know:

Support Audit: What do you think of the support provided by the Multi-Modal Committee thus far?

Safety Concerns: Are there specific "traffic barriers" or safety concerns in our neighborhood that need immediate attention?

Speed Limits: What are your thoughts on the proposed 20 mph speed limits for residential and high-pedestrian zones?

2. Keizer Rapids Park Community Building
Plans are underway for a new community building at Keizer Rapids Park intended to host a variety of local events. Because this facility is meant to serve you and your family, we want to hear your thoughts on its design, accessibility, and intended use.

3. Sidewalk & Pedestrian Safety
Improving sidewalk connectivity and pedestrian safety is a primary goal for GNEK NW this year. Whether it involves crossing safety near schools or bike lane improvements, please share your priorities for making our streets safer for everyone.

4. Little Free Library Support
Literacy is a cornerstone of our community engagement. If you manage a Little Free Library in our area and need assistance with book inventory, please reach out! We have resources available and would be happy to help you restock your library.
