Neighborhood Bear Sightings!

A bear has been coming into the community causing large messes with garbage and bird feeders. The bear appears to not be frightened of people. Trestle Community Management company has contacted the City and Fish and Wildlife to see what can be done. In the meantime, please take the following steps

• Please make sure your garbage cans are NOT outside except for garbage pickup day
• Remove any bird feeders (including hummingbird feeders!)
• Do not leave food outside or feed wildlife
• Watch your small pets and children while we know the bear is in the area.

The Communications Officer from the Department of Fish and Wildlife recommends taking the following actions to keep yourself, your neighbors, pets and belongings safe:

• Remember- Bears are typically present because of an attractant.
• The first step would be to secure your garbage either in a garage or locked shed to prevent the bear from having access to it. If you don’t have a garage or shed we recommend contacting your waste disposal company and seeing if they offer bear proof garbage cans. Remember, an empty trash bin still smells like dinner to them!
• We also request you take down bird/suet feeders for the season as bears are attracted to these as well.

We also strongly recommend talking with your neighbors to make sure they are following the same guidelines. If you do your part to clean up but your neighbor doesn’t, the bear will continue to come to your properties and cause damage while looking for food. It is extremely important that EVERYONE is on the same page. It only takes one neighbor to cause a problem for everyone else.

It is very important to know that you could be cited for feeding dangerous wildlife either intentionally or unintentionally:

RCW 77.15.792: Intentionally feeding or attempting to feed large wild carnivores or intentionally attracting large wild carnivores to land or a building—Penalty.
(1) A person may not intentionally feed or attempt to feed large wild carnivores or intentionally attract large wild carnivores to land or a building.
(2) A person who intentionally feeds, attempts to feed, or attracts large wild carnivores to land or a building is guilty of a misdemeanor.
(3) A person who is issued an infraction under RCW 77.15.790 for negligently feeding, attempting to feed, or attracting large wild carnivores to land or a building, and who fails to contain, move, or remove the food, food waste, or other substance within twenty-four hours of being issued the infraction, is guilty of a misdemeanor.

New Middle School: Site Work Starting
The Issaquah School District is beginning site preparation work for the construction of Middle School #6. Beginning the week of Feb. 17, equipment will be arriving on site and continue for the next few weeks. Site clearing and grading will take place during the week of Feb. 24, as well as moving substantial amounts of dirt in preparation for the relocation of a water line.

What to expect:

Equipment trucks entering and exiting the site.
Intermittent road closures on Falcon Way Northwest during the water line work. Tenants will be able to access the parking garages, but there may be a wait at times. This area will be clearly marked and a flagger will be on site.
Lights may be turned on for security purposes.
Materials for the water line will be delivered March 3.
Construction on the full school project is expected to be complete before the Fall 2021 school year. Learn more online.

Talus Middle School: Public Hearing Rescheduled
Issaquah Development Commission’s continued public hearing on Feb. 5 for a Site Development Permit application related to the proposed middle school in Talus has been rescheduled.

The hearing was previously set to reconvene on Feb. 5, but due to a technical error, is rescheduled to Feb. 10 at 7 p.m. in Council Chambers.

On Feb. 5, the Development Commission will simply continue the agenda item to the Feb. 10 date — there will not be a formal meeting or public testimony taken at this meeting.

Plan to participate and provide your input. Public comment will be accepted at the Feb 10. meeting and by email.

The Development Commission will be deciding to approve or deny a land-use permit for a new middle school campus with approximately 144,822 square feet of academic and school administration space in a six-story building.

Proposed site features also include a new lighted athletic field, a new public trail, a two-level parking garage and a small surface parking lot.

Dear Talus Owners & Residents,

The City of Issaquah Development Commission will hold a public hearing on January 15, 2020 at 7:00 PM, City Council Chambers, to review the project and take testimony for a new middle school campus with an athletic field, and structured and surface parking, on a 9 acre site located on the southeast corner of NW Talus Dr and Falcon Way NW. Administrative Adjustments of Standards are requested to allow retaining walls to exceed the wall height limit of 10 feet, to exceed the excavation and fill limit of 15 feet, and to reduce the required floor area ratio (FAR). The tallest retaining wall section would be 24 feet. Detailed plans can be found at the City of Issaquah Active Projects website on page 8:

The Talus Residential Association (TRA) has been working with the Issaquah School District (ISD) to review the plans for the new middle school.

Earlier this year, the TRA sent comments to ISD regarding the retaining walls related to the playing field along Talus Drive and traffic safety in the new school zone, specifically turns in and out of the school and excessive speeds on Talus Drive. Revised plans were recently published proposing retaining walls and landscape screening that were not acceptable to the TRA. We continue to work with ISD to improve the aesthetics of the retaining walls and screen it more effectively. We are also awaiting a revised traffic study that will indicate how ISD intends to address traffic safety issues in the school zone.

Talus: Middle School Application Update

Recently, the City received a revised application for the proposed middle school in Talus, from the applicant, the Issaquah School District.

Some of the revisions to the original plans include:

Reduction in the proposed school population, from a maximum of 1,000 students and 85 staff, to a maximum of 900 students and 80 staff.
Remove the parking garage tucked under the main building and the north surface parking lot and replace with a parking structure at the northwest corner of the site.
Reroute all passenger vehicles through the main driveway along Talus Drive. With the elimination of the parking garage under the building, the secondary (east) driveway on Talus Drive is proposed for emergency and service vehicles only.

In addition to receiving the revised application, the applicant also submitted a parking study for review.

Within the next few weeks a traffic impact analysis is expected to be completed and will also be made available to the public.

As the review and permitting process continues, a date for the public hearing, in front of the City’s Development Commission, has yet to be determined, but is expected to be announced in the next few months.

For updates on the planned middle school and other local construction from the city of Issaquah:

Timeline
Several construction activities are planned in the Talus neighborhood for the next several years. Here’s a tentative timeline.

Middle School
Earlier this year, the Issaquah School District purchased property from the owners of Parcel 17B, with the intent to build a middle school at the southeast corner of Northwest Talus Drive and Falcon Way Northwest.

This property was originally planned for an office campus. More recently, the owners were requesting to add residential to this property. With the purchase of the property by the school district, those uses are no longer under consideration.

The proposed middle school campus would include about 139,000 square feet of academic, school administration and ancillary spaces in one, six-story building, as well as an athletic field. The new school would accommodate up to 1,000 students and 85 staff. Parking would be provided in a two-level garage tucked under the building and two surface parking lots, with a separate driveway for school buses. A new trail is also proposed along the southern edge of the site.

The City of Issaquah is now reviewing development applications related to the project. A public hearing will be held later this year to discuss this overall school proposal with the Development Commission and public.

If the applications are approved, initial site work could tentatively begin in late 2019. Find more information via this map, including the project plans.

Parcels 7 and 8
A builder interested in Parcels 7 and 8 (located west of Shangri-La Way Northwest and north of Northwest Talus Drive) has submitted house designs for preliminary review. The City will be reviewing those submittals in the next few months.

Infrastructure improvements are still underway for both parcels, including the completion of the booster pump station; restoration of the Bus Loop Park; restoration of the landscape up the hill from Bus Loop Park; and removal of the 752 reservoir (green tanks above the concrete 616 reservoir), as well as restoration of the site once the tanks are removed.

Parcel 9
There are currently three wall systems that have been installed by the property owner on Parcel 9 (located at the intersection of Shangri-La Way Northwest and Northwest Talus Drive).

Two additional walls are slated for construction onsite this summer.

This property is zoned for single-family development, either as attached residences (such as townhouses), or detached homes.

Meanwhile, the City filed a $2.88 million claim against the property owner of Parcel 9 for the damages and costs incurred by the City related to hillside movement back in 2015. The City, contractor and property owner are currently pursuing mediation to see if litigation can be avoided.

Happy New Year! In December, the Issaquah School Board authorized the purchase of nine acres of property located at the entrance of Talus, just below Timber Ridge, for a new middle school. The school is scheduled to open in September 2021.

We know you likely have a lot of questions about the school and have arranged this opportunity for an open discussion. The school district and city representatives are happy to meet with us and answer any questions that they can.

The Talus Residential Association Board of Directors would like to invite all Talus residents to hear a brief presentation by the Issaquah School District followed by a moderated Q&A session with the school district and City of Issaquah representatives.

The meeting will take place on Thursday, January 17 at 7:00pm at Issaquah Valley Elementary in the Multi-Purpose Room (same room as the Talus Annual Meeting has been held the past couple of years). The address is 555 NW Holly St, Issaquah 98027.

Talus Community Garage Sale

Dates: September 7, 8 and 9

The second 2018 Talus Community Garage Sale weekend is almost here – September 7-9. There is currently no formal organization for the garage sale, but the Association will place a general ad on Craigslist and place an a-board at the intersection of Hwy 900 and Talus Dr NW. If there are residents who wish to coordinate additional efforts for this to be a larger event, or you wish to have your address included in the general Talus advertisement for these weekends, please contact [email protected]. To be included in the advertising, you’ll need to provide your information no later than three (3) business days prior to the event.

As a reminder, Talus Residential Association governing documents do not permit individual yard/garage sales except that residents moving out of Talus may hold a garage sale for no more than three (3) consecutive days and must be held within twenty-one (21) days prior to moving out of Talus. Signage is limited to 18” x 24” in size and no more than three (3) signs may be used. No sign may be placed at the Talus entrance.
