Houston parents already know Pre-K matters. So why aren't more kids enrolled?

We asked 917 Houston families about their Pre-K decisions, and here's what we learned:
82% plan to send their child to Pre-K — but more than half of eligible children still aren't enrolled.
The gap isn't that families don't understand the value. It's that they don't yet have the confidence to enroll.

One parent told us: "If I'm not feeling welcome, I'm finding other options."
Another drives 40 minutes out of their zoned district because of how a school makes them feel: "Parents are welcomed in. I can come in and see my kids, I read to their class, I help set up stations. Whenever I pop up I'm welcomed in like I work there."

When schools get the relational piece right — when families feel genuinely valued — enrollment follows.

New Research: Houston Families Want Pre-K — But Need Confidence to Enroll.

We surveyed 917 Houston families across 11 school districts and learned something important:
→ 82% plan to send their child to Pre-K
→ 73% feel positively about public programs →
But more than half of eligible children still aren't enrolled — nearly 42,000 Houston kids in 2025

The gap isn't persuasion. It's confidence.

Families told us they need:
Trust around safety — physical, emotional, and cultural.
Clear, transparent information about eligibility and enrollment.
Evidence of quality through classroom visits and authentic stories.
Welcoming environments where they feel like partners, not visitors.

When we asked what high-quality Pre-K looks like, parents described play-based learning, joyful classrooms, experienced teachers who "want to be there," and staff who make them feel genuinely welcomed from the first interaction.

Community partnership is at the heart of our work — and today, we are honored to celebrate alongside organizations making a real impact across our city.
