DA Greg Willis Announces 60-Year, No-Parole Sentence for Child Predator Who Abused Two Children Over 14 Years

Collin County District Attorney Greg Willis announced today that Joseph Baker, 46, of Allen, Texas, has been sentenced to 60 years in prison without the possibility of parole for the continuous sexual abuse of two children.

Years of Abuse, Brought to Light

Baker abused his access to the victims to carry out horrific crimes. He began sexually abusing the first child at just seven years old, continuing for thirteen years. When that victim moved out at age 20, Baker turned his attention to another child, starting the cycle of abuse again when the second victim was 13.

After enduring approximately a year of abuse, the second child bravely came forward, launching an investigation. Allen Police Department Detective Jared McConathy led the case, interviewing the first victim—now an adult—who confirmed the years of ongoing abuse. The second victim provided crucial details during a forensic interview at the Children's Advocacy Center of Collin County.

Justice: A 60-Year Sentence Without Parole

A jury heard the full extent of Baker’s crimes, found him guilty as charged, and returned their verdict. Following the conviction, Judge Tom Nowak sentenced Baker to 60 years in prison. Under Texas law, a conviction for Continuous Sexual Abuse of a Child carries no possibility of parole—ensuring that Baker will never walk free again.

"This predator robbed these children of their innocence, but today, justice has spoken loud and clear. I strongly commend these courageous survivors for speaking out, the investigators for their relentless pursuit of justice, and the jury for ensuring that this abuser was held accountable. And thanks to Judge Nowak’s sentence, this predator will spend the rest of his life behind bars."

Assistant Criminal District Attorneys Charles Brazell and Abbie Adkins prosecuted the case, assisted by District Attorney Investigator Kim Voigt-Eanes, Victim Assistance Coordinator Jill Moore, and Legal Secretary Christy Ware.

"Domestic abuse experts are calling on the government to provide emergency funds as refuges prepare for an influx of referrals amid fears the Covid-19 outbreak will fuel violence in the home....
The national domestic abuse helpline, run by the charity Refuge, reported a 65% increase in calls to the helpline on Saturday compared with the same day the previous week, and traffic to its website and use of web chat facilities have increased. Smaller helplines focused on family courts and male victims of violence have also reported increased calls.
