A political conflict is unfolding between Greg Abbott and Houston city leaders after the Houston City Council passed an ordinance limiting how local police can cooperate with U.S. Immigration and Customs Enforcement. The policy would prevent officers from detaining individuals or extending traffic stops based solely on civil immigration warrants.

In response, Abbott threatened to withhold more than $110 million in public safety funding unless the city repeals the ordinance, prompting Mayor John Whitmire to call a special meeting to reconsider the policy.

Reactions across Texas are deeply divided. Conservative leaders argue the ordinance undermines law enforcement and public safety, while civil rights groups say the governor is overreaching and using funding as political leverage.

On Monday, April 13th, 2026, Governor Greg Abbott and the Public Safety Office issued a memo to Mayor John Whitmire stating that the City of Houston was out of compliance with their agreement for state funds of $110 million and must revoke Prop A - Immigration Procedures Ordinance by April 20th, 2026.

If not, the City of Houston must repay the funds. Mayor Whitmire scheduled a special Houston City Council session this Friday, April 17th at 9am to repeal the ordinance that Houstonians worked hard to champion.

This ordinance is legally sound and affirms Houstonians are protected under the Fourth Amendment. The City of Houston must not fall for the intimidation from Governor Abbott and the State of Texas.

Contact your Houston City Council members and Mayor Whitmire and let them know Houston won’t be pushed around. You can sign our online petition to email your political leaders.

On March 31st, 2026, Woori Juntos, Houston Leads, and from across came together to tell the Houston City Council that we are in support of Councilmember Salinas’ ordinance to limit ICE and HPD collaboration and against the City Attorney’s removal of a section that would limit HPD’s communication with administrative warrants.

As of April 8th, 2026, CM Salinas’ ordinance with revisions passed in the Houston City Council with 12 votes in support and 5 votes against. Our work is far from over to ensure our city, which prides itself so much on diversity, is truly a city that protects immigrants. We must push to pass policies clearly stating that cannot do ICE’s dirty work for them.
